3. Om synergieën te creëren en procedures te harmoniseren, met name in de context van de in artikel 18, onder d), bedoelde geïntegreerde projecten, die als lokale ontwikkelingsprojecten worden uitgevoerd door lokale belanghebbenden en in het kader van lokale ontwikkelingsstrategieën zoals bedoeld in de artikelen 28 en 29 van Verordening (EU) nr (Verordening inzake gemeenschappelijke bepalingen), en om het gebruik van in het kader van het LIFE-programma ontwikkelde oplossingen, methoden en benaderingen te ondersteunen, trachten de Commissie en de lidstaten overeenkomstig hun respectieve verantwoordelijkheden de coördinatie tussen het LIFE-programma en het Europees Fonds voor Regionale Ontwikkeling, het Europees Sociaal Fonds, het Cohesiefonds, het Europees Landbouwfonds voor Plattelandsontwikkeling en het Europees Fonds voor maritieme zaken en visserij actief en onderling afgestemd te bevorderen.
3. In accordance with their respective responsibilities, the Commission and the Member States, in an active and concerted effort, shall ensure coordination between the LIFE Programme and the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development, and the European Maritime and Fisheries Fund, in order to create synergies and harmonise procedures, particularly in the context of Integrated Projects referred to in Article 18 point (d) and carried out as local development projects run by local stakeholders and under local development strategies referred to in Articles 28 and 29 of Regulation (EU) No (Regulation laying down common provisions), and to support the use of solutions, methods and approaches developed under the LIFE Programme.

Doubts whether specific operational programmes for functional geographical entities such as groups of authorities including local areas, or sea or river basins will yield additional benefits, in particular in cases where there are no political authorities (including democratically elected authorities) with a sufficiently wide-ranging remit to implement them; calls instead for closer coordination of macroregional, metropolitan regional or environmental-geographic strategies at inter-governmental level and for appropriate consideration to be given to these functional geographical entities within national operational programmes in order to facilitate the use of EU funding for interregional development projects; considers that specific operational programmes should be an option for delivery in regions where sub-regional delivery provides added value vis-à-vis national and regional programmes and where partnerships have been formed by political bodies for implementation purposes; calls for cross-border groupings to be involved in devising the operational programmes for cross-border programmes, on the basis of the EGTC Regulation;

Recommends that the Commission adopt more consistent and uniform expectations of all development programmes financed from EU resources from which it is possible to demand an account of the prevention or reversal of social exclusion of the Roma; considers that Member State and EU bodies should examine all development which is financed from the Structural and Cohesion Funds from the point of view of the impact which the programme has on the social integration of the Roma; recommends further that in the case of every programme at the selection stage priority should be assigned to those developments which are also designed to improve the situation of the Roma living in particularly disadvantaged settlements and those who are poor and unemployed;

The programmes cover the following priorities: - consulting services and assistance in the conversion of defence production to civil production, in particular for small and medium- sized businesses - innovation promotion and technology transfer measures - planning and development concepts - restoration of land previously used for military purposes The projects include: environmental redevelopment and change of the designated use of the Altes Lager in Jüterbog so that a polytechnic college can be built (Brandenburg), waste disposal measures on an area previously used by western units of the CIS armed forces on the Ravensbrück concentration camp memorial site (Brandenburg), the construction of a software centre in Marburg (Hesse) and the construction of an industry and service sector park on the site of the former Holtzendorff barracks in Kaiserslautern (Rhineland-Palatinate).
