(2) Op 30 november 1999 heeft het uitvoerend orgaan van het Verdrag betreffende grensoverschrijdende luchtverontreiniging over lange afstand het Protocol inzake vermindering van verzuring, eutrofiëring en ozon op leefniveau ("Protocol van Göteborg") aangenomen. Het Protocol van Göteborg stelt voor elke staat die partij is, een maximaal emissieniveau (emissieplafond) vast voor de vier belangrijkste precursoren van verontreiniging die verzuring, eutrofiëring of de vorming van ozon op leefniveau veroorzaken: zwaveldioxide, stikstofoxiden, vluchtige organische stoffen en ammoniak.
(2) On 30 November 1999 the Executive Body to the Convention on Long-range Transboundary Air Pollution adopted the Protocol to Abate Acidification, Eutrophication and Ground-level Ozone (Gothenburg Protocol); the Gothenburg Protocol sets maximum permitted levels of emissions (emission ceilings) for each national Party for the four main precursor pollutants responsible for acidification, eutrophication and ground-level ozone: sulphur dioxyde, oxides of nitrogen, volatile organic compounds and ammonia; these ceilings are to be met by 2010.

The Commission will also continue to engage with Eastern Europe, Caucasus and Central Asia (EECCA) states to implement the Gothenburg Protocol, inter alia by providing financial assistance where appropriate through EU development co-operation assistance. The new targets for 2030 will also set the agenda for a future revision of the Gothenburg Protocol, which should aim at coherent policy approaches to further reduce air pollution within the UNECE region, but also engagement with large emitters outside, particularly in Asia.

(4) Richtlijn 2001/81/EG van het Europees Parlement en de Raad van 23 oktober 2001 inzake de beperking van de emissies van bepaalde verontreinigende stoffen in de lucht door grote stookinstallaties(3) stelt verbindende nationale emissieplafonds vast waaraan uiterlijk in 2010 moet worden voldaan, en die gelijk zijn aan of strenger zijn dan die waarin het Protocol van Göteborg voor de afzonderlijke lidstaten voorziet.
(4) Directive 2001/81/EC of the European Parliament and of the Council of 23 October 2001 on national emission ceilings for certain atmospheric pollutants(3) sets binding national emission ceilings, to be met by 2010 at the latest,which are equal to or more ambitious than those required by the Gothenburg Protocol for each Member State.

3.2.9 The suggestion for the inclusion of intensive rearing of cattle and calves may be worth further examination as some evidence would suggests that this form of livestock farming is the cause of high levels of ammonia pollution in some countries and that control may be necessary to meet the requirements of the UN ECE Protocol on Combating Acidification, Eutrophication and Ground Level Ozone (the multi-component protocol).
