Het Europees Parlement heeft zich in zijn resolutie van 14 september 2011 over een brede aanpak van niet-CO-gerelateerde maar voor het klimaat relevante antropogene emissies, ingenomen betoond met de toezegging van de Unie om maatregelen betreffende fluorkoolwaterstoffen (HFK’s) onder het Protocol van Montreal betreffende stoffen die de ozonlaag afbreken („het Protocol van Montreal”) te steunen, als schoolvoorbeeld van een niet-marktgerichte benadering met als doel de broeikasgasuitstoot te verminderen.
The European Parliament Resolution of 14 September 2011 on a comprehensive approach to non-CO climate-relevant anthropogenic emissions welcomed the Union’s commitment to support action on hydrofluorocarbons under the Montreal Protocol on substances that deplete the ozone layer (‘Montreal Protocol’) as a prime example of a non-market based approach to reducing greenhouse gas emissions.

De Unie en haar lidstaten zijn uit hoofde van het UNFCCC verplicht tot het opstellen, regelmatig bijwerken, openbaar maken en aan de Conferentie van de Partijen rapporteren van nationale inventarissen van antropogene emissies per bron en verwijderingen per put van alle broeikasgassen die niet gereguleerd worden door het Protocol van Montreal van 1987 betreffende stoffen die de ozonlaag afbreken bij het Verdrag van Wenen ter bescherming van de ozonlaag (het Protocol van Montreal), met gebruikmaking van vergelijkbare, door de Conferentie van de Partijen overeengekomen methoden.
Under the UNFCCC, the Union and its Member States are required to develop, regularly update, publish and report to the Conference of the Parties national inventories of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol of 1987 on substances that deplete the ozone layer to the Vienna Convention for the Protection of the Ozone Layer (the Montreal Protocol) using comparable methodologies agreed by the Conference of the Parties.

Krachtens artikel 5, lid 1, van het Protocol van Kyoto moeten de Unie en haar lidstaten een nationaal systeem instellen en handhaven om een raming te maken van antropogene emissies per bron en verwijderingen per put van alle broeikasgassen die niet worden gereguleerd door het Protocol van Montreal, met de bedoeling de uitvoering van andere bepalingen van het Protocol van Kyoto te waarborgen.
Article 5(1) of the Kyoto Protocol requires the Union and the Member States to establish and maintain a national system for estimating anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol, with a view to ensuring the implementation of other provisions of the Kyoto Protocol.

H. whereas the Montreal Protocol has made large contributions towards reducing global GHGs according to the UNEP/WMO Scientific Assessment Panel Report 2010; whereas in 2010, the decrease in annual ozone-depleting substances (ODSs) emissions under the Montreal Protocol is estimated to be about 10 Gigatonnes of avoided CO2 -equivalent emissions per year, which is about five times larger than the annual emissions reduction target for the first commitment period (2008–2012) of the Kyoto Protocol,
