Zoals de geachte afgevaardigden ongetwijfeld weten, is er vorig jaar een brief uitgegaan van onze voorgangers in de Commissie, Ritt Bjerregaard en Monika Wulf-Mathies, over de verhouding tussen de verschillende structuurfondsen, over de middelen van de structuurfondsen en over de bescherming krachtens de habitat-richtlijn en de vogelrichtlijn.
As MEPs are well aware, in the course of last year a joint text was issued by our predecessors in the Commission, Ritt Bjerregaard and Monika Wulf-Mathies concerning the relationship between the Structural Funds, money from the Structural Funds and protection under the Habitats and Birds Directives.

In dit verband verdient ook de aanvullende rol van de RITTS-projecten in het kader van het programma "Innovatie en deelneming van het MKB" vermelding, welke rol in de toekomst dient te worden versterkt, vooral wat de begeleidende maatregelen betreft [4].
In this respect, the complementary role of the RITTS projects, which form part of the Innovation Programme, should be noted and reinforced in the future, particularly with regards to accompanying measures [4] .

Op grond van de ervaring die op dit gebied met name via de structuurfondsen en de RITTS/RIS [21]-acties reeds is opgedaan, moeten de regionale en lokale overheden innovatiebevorderende maatregelen in hun ontwikkelingsstrategie opnemen en versterken om op hun eigen niveau het juiste klimaat te scheppen voor een sterke regionale innovatiecapaciteit.
Building on experience already gained in this field, notably through the Structural Funds and the RITTS/RIS [21] actions, regional and local authorities should include and strengthen innovation-enhancing measures in their development strategies so as to organise, at their own level, the right environment for a strong regional innovation capacity.

[4] De onder de regionale strategie voor innovatie en technologieoverdracht (RITTS) vallende projecten zijn uitgevoerd in het kader van het programma "Innovatie en deelneming van het MKB" van het kaderprogramma voor OTO, als aanvulling op de innovatieve acties 1994-1999 van het EFRO.

Verdere ontwikkelingen in het vijfde OTO-kaderprogramma van de Gemeenschap zijn onder meer de transregionale innovatieprojecten en de transnationale innovatiestrategieprojecten, die zijn gericht op het bevorderen van de overdracht van ervaringen uit RIS/RITTS-regio's naar partners in de kandidaat-lidstaten.
Further developments include the Transregional Innovation Projects and the Transnational Innovation Strategy Projects under the 5th Community RTD Framework Programme, aiming to encourage the transfer of experience from RIS/RITTS regions to partners in the accession countries.

In 1998 is het door de Commissie verder ontwikkeld tot het "RIS+-initiatief", om te bereiken dat het met RITTS/RIS-projecten begonnen werk ook buiten het strategische actiekader zou voeren tot concrete uitvoering van nieuwe maatregelen en projecten.
In 1998 the concept was further developed by the Commission through the "RIS+" initiative, aiming to ensure that the work begun under the RITTS/RIS projects moves beyond the strategic framework for action towards a concrete implementation of new measures and projects.

Momenteel hebben al meer dan honderd regio's in Europa aan RIS/RITTS-activiteiten deelgenomen.
There are currently more than 100 regions in Europe that have participated in the RIS/RITTS schemes.

Sedert 1994 zijn regionale innovatiestrategieën (RIS) in het kader van het Europese Fonds voor Regionale Ontwikkeling (EFRO) samen met regionale strategieën voor innovatie en technologieoverdracht (RITTS) als onderdeel van de derde activiteit van het vierde en vijfde communautaire kaderprogramma belangrijke beleidsinstrumenten geweest voor de ontwikkeling van innovatievermogen in de regio's.
Since 1994, Regional Innovation Strategies (RIS), under the European Regional Development Fund (ERDF), as well as Regional Innovation and Technology Transfer Strategies (RITTS), under the third activity of the fourth and fifth Community RTD Framework Programmes, have served as policy tools for developing innovative capacity in the regions.
