46. wijst erop dat het regionaal Trustfonds van de Europese Unie in respons op de Syrische crisis en het noodtrustfonds voor stabiliteit en de aanpak van de grondoorzaken van irreguliere migratie en ontheemding in Afrika zijn opgericht omdat de begroting van de Unie onvoldoende flexibel is en evenmin voldoende middelen heeft om snel en omvattend te kunnen reageren op de crisis; benadrukt dat bij de beoordeling/herziening van het MFK een meer integrale oplossing moet worden gevonden om de steun uit de EU-begroting voor humanitaire hulp en ontwikkeling doeltreffender en sneller beschikbaar te stellen en met succes te combineren met de steun uit het Europees Ontwikkelingsfonds en de bilaterale steun van de lidstaten; dringt erop aan de extra kredieten voor de programma's van rubriek 4 met name te gebruiken om de middelen voor de twee trustfondsen te verhogen alsook om onmiddellijk bijstand te verlenen via het UNHCR en het Wereldvoedselprogramma; verzoekt de lidstaten de daad bij het woord te voegen en de nodige aanvullende bijdragen te verrichten om zonder verder uitstel te voorzien in de financiering van de Unie voor de trustfondsen en de financieringskloof voor de VN-organisaties te dichten; merkt op dat de talloze projecten die door de trustfondsen kunnen worden gefinancierd het argument van de Raad afzwakken dat er zogezegd een gebrek aan opnamevermogen is in rubriek 4;

Notes that the Union Regional Trust Fund in Response to the Syrian Crisis and the Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa were created because the Union budget lacks both the necessary flexibility and funding to allow for a rapid and comprehensive response to the crisis; stresses that a more holistic solution needs to be found in the MFF review/revision on how to make support from the Union budget for humanitarian assistance and development more effective and more readily available and how to successfully merge it with the European Development Fund and bilateral aid offered by Member States; calls for the extra appropriations for the programmes under Heading 4 to be used in particular to increase the funding for the two Trust Funds as well as for immediate assistance via the UNHCR and the World Food Programme; calls on the individual Member States to turn words into deeds and bring the necessary additional contributions to match the Union funding linked to the Trust Funds and to close the funding gap of the UN agencies without further delay; notes that the pipeline of projects potentially funded by the Trust Funds further weakens the Council’s case for an alleged lack of absorption capacity in Heading 4;
