17. Considers that increased mobility should be achieved by strengthening the interests and benefits for research institutions and universities to host researchers from other Member States by means of a "research voucher" scheme; considers that these research vouchers should transfer money for researchers and follow those participating in research institutions in Member States other than their own; considers further that this added support for mobility of researchers should be additional to current funding schemes and that the research voucher will be an incentive for Member States and for research establishments to compete in attracting the most talented scientists.

33. beveelt met klem de uitbreiding aan van de middelen voor de diverse instrumenten, zoals STREP (specific targeted research projects) en Co-operative Research (voorheen CRAFT) en Collective Research, die zich expliciet op het MKB richten, de versoepeling van de toelatingscriteria voor deze projecten en de evenredige toename van de kans van slagen van de projecten; nodigt de lidstaten uit fiscale en andere stimulansen te creëren ter bevordering van de industriële innovatie, waaronder banden met EUREKA, met name ten aanzien van het MKB; beveelt aan het MKB subsidies toe te kennen voor het verwerven van octrooibrieven; verzoekt de Commissie te overwegen een percentage van elk thematisch budget te reserveren voor subsidies van een vast bedrag aan micro- en kleine bedrijven als risicoinvesteringen, op voorwaarde dat er sprake is van vereenvoudigde en gestroomlijnde selectieprocedures en een minimum aan bureaucratie in de daaropvolgende fase;
33. Strongly recommends that resources for instruments such as STREP (specific targeted research projects) and cooperative research (formerly CRAFT) and collective research expressly addressed to SMEs, as well as their accessibility, should be increased, the criteria for the admission of projects rendered more flexible, and projects given a greater and fairer chance of success; encourages Member States to adopt fiscal and other incentives for promoting industrial innovation, including links with EUREKA, especially with reference to SMEs; recommends the provision of subsidies to SMEs for obtaining patent licences; calls on the Commission to consider allocating a proportion of each thematic budget for fixed-sum grants to micro- and small enterprises as seedcorn risk investment subject to simplified streamlined selection processes and minimal administration thereafter;

Het voorstel houdt evenwel geen rekening met de conclusies van de conferentie van Versailles over "Het landbouwonderzoek in de Europese Onderzoekruimte" (Agricultural Research in the European Research Area - ERA), die in december 2000 is gehouden onder auspiciën van het Franse Voorzitterschap en de Commissie, en evenmin met de aanbevelingen van het permanente Comité voor landbouwonderzoek (Agricultural research needs in support of the European model of agriculture).
In addition to the above considerations, it should be stressed that the proposal fails to mention the conclusions of the Versailles Conference on 'Agricultural research in the European research area (ERA)' held in December 2000 under the auspices of the French presidency and the Commission, as well as the recommendations of the standing committee on agricultural research (Agricultural research needs in support of the European model of agriculture).
