Samenvattend geeft de rapporteur het EP in overweging het voorstel van de Commissie te steunen met het oog op de totstandbrenging van een partnerschap waarin particuliere, nationale en communautaire middelen bijeen worden gebracht ter ondersteuning van de doelstellingen van de industriële research in de EU door middel van een proces op communautair niveau, en daarmee in te spelen op de behoeften van de industrie, door nu besluiten te nemen die zorgen voor tijds- en kostenbesparing en een eenvoudige werking van het voorgestelde mechanisme.
In conclusion, the rapporteur suggestion to the EP is to support the EC proposal in view of creating a partnership that will bring together private, national and Community resources to support EU industrial research objectives through a Community-level process, and to respond to the needs of the industry, approving decisions which would ensure time and cost efficiency and simplicity in the running of the proposed mechanism.

Strongly recommends that resources for instruments such as STREP (specific targeted research projects) and cooperative research (formerly CRAFT) and collective research expressly addressed to SMEs, as well as their accessibility, should be increased, the criteria for the admission of projects rendered more flexible, and projects given a greater and fairer chance of success; encourages Member States to adopt fiscal and other incentives for promoting industrial innovation, including links with EUREKA, especially with reference to SMEs; recommends the provision of subsidies to SMEs for obtaining patent licences; calls on the Commission to consider allocating a proportion of each thematic budget for fixed-sum grants to micro- and small enterprises as seedcorn risk investment subject to simplified streamlined selection processes and minimal administration thereafter;

18. wijst op het belangrijke gebrek aan innovatie in de dienstensector, verzoekt de Commissie om te zorgen voor programma's die de lidstaten aanmoedigen tot actief beleid waardoor research, ontwikkeling en innovatie ook in de dienstensector toepassing vinden, waar research en ontwikkeling in de regel een "privilege" is geweest van de industriële sector;
18. Stressing the major lack of innovation in the services sector, calls on the Commission to draw up programmes to encourage the Member States to adopt active policies for applying research, development and innovation to the services sector, given the fact that research and development are as a rule the industrial sector's 'prerogative';

Overwegende dat in genoemd besluit wordt bepaald dat het communautaire onderzoek in het bijzonder ten doel heeft de wetenschappelijke en technologische grondslag van de Europese industrie te versterken, met name in strategische sectoren van geavanceerde technologie, en de ontwikkeling van haar internationale concurrentiepositie te bevorderen en dat in hetzelfde besluit voorts wordt bepaald dat een communautaire actie gerechtvaardigd is wanneer het onderzoek er onder andere toe bijdraagt de economische en sociale samenhang van de Gemeenschap te versterken en de harmonische ontwikkeling van de Gemeenschap in haar geheel te bevorderen, en dat in overeenstemming met het beoogde wetenschappelijke en technische gehalte; dat het de bedoeling is dat het agro-industriële onderzoekprogramma in verband met voeding ( Food Linked Agro-Industrial Research Programme ) ( Flair ) ertoe bijdraagt deze doelstellingen te bereiken;

Bij de programma's van industriële strekking zoals Brite Euram, liggen de percentages veel hoger (32% van de contractanten en 25% van de fondsen) en daarin zijn twee acties specifiek voor het MKB bestemd, namelijk de "uitvoerbaarheidspremies" en "CRAFT - Cooperative Research Action for Technology" die kleine en middelgrote ondernemingen in staat stellen nieuwe technologieën en know-how te ontwikkelen en te verwerven die nauw aansluiten bij hun eigen activititeiten.
In industrial programmes such as Brite Euram, the percentages are higher (32% of contractors and 25% of resources).
