7. verwelkomt de humanitaire steun die de Commissie onmiddellijk na het uitbreken van de crisis in Georgië heeft uitgetrokken en die noodzakelijk is om het lijden van de door het conflict getroffen burgers in Georgië en degenen die naar de Russische Federatie zijn gevlucht te lenigen; wijst erop dat het IMF en Georgië het eens willen worden over een lening in de vorm van een stand-by-overeenkomst ten bedrage van 750 miljoen USD, en dat de Verenigde Staten voor 2008 een budgettair noodhulpbedrag van 570 miljoen USD hebben toegezegd, en daarnaast eventueel nog eens 430 miljoen USD voor het komende jaar; dringt er bij de Raad en de Commissie op aan zich te beraden over de mogelijkheid om met aanvullende middelen uit rubriek 4 een grootscheeps programma op te zetten voor de verlening van steun voor de wederopbouw van de getroffen gebieden in Georgië, ter leniging van de nadelige gevolgen van het conflict voor zijn economie en om een sterkere EU-presentie in het land en in de gehele regio te garanderen; beklemtoont dat de internationale donoren nauw moeten worden betrokken bij de uitvoering van dit programma, en is ingenomen met het besluit van de Raad om een internationale donorenconferentie bijeen te roepen;
7. Supports the humanitarian aid allocated by the Commission immediately after the outbreak of the Georgia crisis, which is needed in order to alleviate the suffering of conflict-affected people in Georgia and of refugees who have fled to the Russian Federation; notes the intention of the IMF and Georgia to agree on a loan in the form of a USD 750 million stand-by arrangement as well as the US pledge of USD 570 million as emergency budget support in 2008 and possibly a further USD 430 million in the next year; urges the Council and the Commission to examine the possibility of a major EU plan, with additional means under Heading 4, to provide financial support for the rebuilding of the affected areas of Georgia, to mitigate the negative impacts of the conflict on its economy and to ensure a stronger EU presence in the country as well as in the whole region; insists that international donors must be strongly involved in carrying out this plan, and welcomes the Council's decision to convene an international donors' conference;
