Teneinde beter rekening te houden met de specifieke aard van natuurrampen die weliswaar ernstige gevolgen hebben voor de economische en sociale ontwikkeling van de betrokken regio’s maar niet voldoen aan de minimumvoorwaarden om in aanmerking te komen voor een financiële bijdrage uit het Fonds, dienen de criteria voor regionale natuurrampen te worden bepaald volgens de berekenbare schade ten opzichte van het regionale bruto binnenlandse product (bbp), waarbij de specifieke structurele sociale en economische situatie van Guadeloupe, Frans-Guyana, Martinique, Réunion, Mayotte, Saint-Martin, de Azoren, Madeira en de Canarische Eilanden als ultraperifere gebieden in de zin van artikel 349 VWEU, die wordt bemoeilijkt door hun bijzondere kenmerken, het rechtvaardigt dat voor deze gebieden een bijzondere afwijkende drempelwaarde van 1 % van het bbp wordt vastgesteld.
In order to better take into account the specific nature of natural disasters which, although having serious repercussions for the economic and social development of the regions concerned, do not reach the minimum scale required to benefit from a financial contribution from the Fund, the criteria for regional natural disasters should be determined based on the damage calculable by reference to regional gross domestic product (GDP), whereby the specific structural social and economic situation, compounded by the special features of Guadeloupe, French Guiana, Martinique, Réunion, Mayotte, Saint-Martin, the Azores, Madeira and the Canary Islands, as outermost regions within the meaning of Article 349 TFEU, justifies the establishment for them of a special threshold of 1 % of the GDP as a derogation.

Taking account of the structural social and economic situation of Guadeloupe, French Guiana, Martinique, Réunion, Saint-Barthélemy, Saint-Martin, the Azores, Madeira and the Canary Islands, which is compounded by their remoteness, insularity, small size, difficult topography and climate, economic dependence on a few products, the permanence and combination of which severely restrain their development, the Council, on a proposal from the Commission and after consulting the European Parliament, shall adopt specific measures aimed, in particular, at laying down the conditions of application of the Treaties to those regions, including common policies.

Sinds 1990 zijn er met name op landbouwgebied specifieke maatregelen genomen ten behoeve van de negen UPG (Guadeloupe, Frans-Guyana, Martinique, Réunion, Saint-Barthélemy, Saint-Martin, Azoren, Madeira en Canarische Eilanden) om rekening te houden met hun specifieke kenmerken: grote afstand, insulair karakter, klein oppervlakte, reliëf, klimaat, en de economische afhankelijkheid van een klein aantal producten.
Since 1990, specific measures have been taken for the benefit of agriculture in the nine outermost regions of the Union (Guadeloupe, French Guiana, Martinique, Réunion, Saint-Barthélemy, Saint-Martin, the Azores, Madeira and the Canary Islands) to take account of their special characteristics: remoteness, insularity, small size, difficult terrain, climate and economic dependence on a small number of products.
