Points out that the main problems facing the country are restoring security and establishing a functioning state; notes that Afghanistan's security problems are more complex than just a war on terror and that they therefore require more than a military solution; points out that security and the rule of law are interdependent, which in turn creates an atmosphere conducive to human development, and that strengthening the rule of law is necessary in order to enable the country's citizens to make economic and social choices that will allow them to live meaningful and healthy lives, when supplemented by measures aimed at restoring a functioning state in order to protect the rule of law, secure access to basic public services and ensure equal opportunities for its people;

In het algemeen kan de rapporteur instemmen met de keuzes van de Commissie voor de langere termijn. Het ligt voor de hand de Commissie te vragen die delen van het actieplan te herzien die het meest worden getroffen door de besluiten van de Raad terwijl een sociaal-economische effectrapportage en maatregelen om negatieve effecten tegen te gaan, deel moeten uitmaken van toekomstige herstelplannen.
A logical request would be to ask the Commission to redraft those parts of the Action Plan that are most affected by the Council decisions and, for future recovery plans, to add socio-economic impact assessment and the measures to counter negative effects.

2. De rapporteur erkent enerzijds dat er geen communautaire bevoegdheden op het gebied van het gezinsbeleid bestaan en dat het "Europese gezin" allesbehalve duidelijk gedefinieerd is, zowel vanuit juridisch, sociaal, economisch en politiek opzicht, maar zij acht het niettemin nodig in haar ontwerpresolutie "richtsnoeren vast te stellen voor een geïntegreerd gezinsbeleid, dat de vrije keuze van de ouders respecteert, rekening houdt met de diversiteit van de gezinsmodellen en verder gaat dan de strikt economische aanpak van financiële steunverlening" (op het gebeid van uitkeringen en toelagen).
2. Despite acknowledging, however, the non-existence of Community competences in this area of family policies, and despite the lack of a clear definition of a "European family”, be it legally, socially, economically or indeed politically, the rapporteur still considers it necessary in the draft resolution "to define guidelines for an integrated family policy which, while respecting freedom of choice for parents and taking account of the diversity of family models, goes beyond the strictly economic approach of policies” (on benefits and allowances).
