Definition: A condition of arrested or incomplete development of the mind, which is especially characterized by impairment of skills manifested during the developmental period, skills which contribute to the overall level of intelligence, i.e. cognitive, language, motor, and social abilities. Retardation can occur with or without any other mental or physical condition. Degrees of mental retardation are conventionally estimated by standardized intelligence tests. These can be supplemented by scales assessing social adaptation in a given environment. These measures provide an approximate indication of the degree of mental retardation. The diagnosis will also depend on the overall assessment of intellectual functioning by a skilled diagnostician. Intellectual abilities and social adaptation may change over time, and, however poor, may improve as a result of training and rehabilitation. Diagnosis should be based on the current levels of functioning.

Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Individual predisposition or vulnerability plays an important role in the risk of occurrence and the shaping of the manifestations of adjustment disorders, but it is nevertheless assumed that the condition would not have arisen without the stressor. Calls on the Commission to carry out a detailed study of the social and economic consequences of the economic and financial crisis, and the adjustment programmes carried out in response to it in the four countries, in order to provide a precise understanding of both the short-term and long-term effects on employment and social protection systems, and on the European social acquis, with particular regard to the fight against poverty, the maintenance of good social dialogue and the balance between flexibility and security in labour relations; calls on the Commission to use its consultative bodies when drafting this study, as well as the Employment Committee and the Social Protection Committee; suggests that the EESC be asked to draft a specific report;

Bearing in mind that the ESF is a basic tool for combating poverty, gender inequalities, social discrimination (against people with disabilities, migrants, older people, etc.) by getting people into jobs, and for tackling social exclusion and unemployment, calls on the Commission to strengthen the ESF’s potential and its financial autonomy in relation to the pursuit of economic and social cohesion, to make it more flexible so that current and future employment challenges can be addressed, to simplify project management and harmonise and improve procedures and controls, taking account of social sustainability, and to follow up ongoing projects more effectively; points to the positive experiences that project organisers have gained with global grants and welcomes the positive assessment of global grants in the Ecosoc report on efficient partnership (Jan Olsson, ECO/258); calls for the introduction of new conditionality of non-discrimination and desegregation, in order to provide support for those who need it the most, targeting explicitly but not exclusively the Roma communities as well; emphasises the ESF's role in strengthening the social integration dimension; underlines the need for more transparent ESF policies on allocation of funds and detailed evaluation and scrutiny of tangible results achieved, in terms of employment;

In view of the need to reformulate economic and social cohesion policy in an enlarged Europe, the Commission asked the Committee of the Regions to draw up an outlook report on Governance and simplification of the Structural Funds after 2006, which it will take into account when preparing its report on economic and social cohesion for publication in December 2003.

In order to take stock of this new international situation, the Economic and Social Committee (ESC) of the European Union has drawn up an extremely comprehensive Information Report (53 pages)[1] covering the political context and central importance of economic relations, certain bilateral issues (enlargement, the audiovisual sector, food standards, agriculture, the aircraft industry, telecommunications, etc.) the role of the EU and the US in the multilateral system and new trade policy matters (Rapporteur: Mrs DAVISON, Group III, UK). The ESC calls for an extension of the transatlantic dialogue to new groupings, with commercial, social and environmental interests.
