6. Wanneer steun wordt veleend voor maatregelen die worden uitgevoerd door internationale organisaties, met inbegrip van regionale organisaties, worden die organisaties volgens de procedure van artikel 13, lid 2, geselecteerd op basis van hun meerwaarde, hun relatieve voordeel en hun capaciteit om programma's snel en doeltreffend uit te voeren als respons op de specifieke behoeften van de begunstigde ontwikkelingslanden, overeenkomstig de doelstellingen van deze verordening.
6. Where support is to be provided for measures implemented by international organisations, including regional organisations, such organisations shall be selected in accordance with the procedure referred to in Article 13(2) and on the basis of their added value, their comparative advantage and their capacity to implement programmes in a speedy and efficient manner in response to the specific needs of the targeted developing countries in relation to the objectives of this Regulation.

An early deliverable on food security would be joint work on reinforcing the link between the EC Food Security Thematic Programme, the proposed EU Food Facility, and the African Framework for Food Security outlined in the Comprehensive Africa Agricultural Development Programme (Pillar 3), in particular in the field of agricultural research, food security information systems, improved food security risk management and support to regional and continental farmers' organisations.

Het vergt namelijk de steun van verschillende sectoren, terwijl de personen voor wie het contract is bedoeld niet nader omschreven worden (hetzelfde geldt voor de geïndividualiseerde follow-up van kinderen en jongeren binnen drie maanden); (d) het opzetten van een hulplijn van de nationale socialewelzijnsdienst de toegang tot informatie voor bepaalde prioritaire groepen heeft vergemakkelijkt en zij snel antwoord krijgen op hun problemen; (e) de "Contracten voor stedelijke sociale ontwikkeling" en het project "Plattelandsgebieden en sociale ontwikkeling", die ten doel hadden de problemen met betrekking tot uitsluiting op regionaal niveau aan te pakken, om begrotings- en beleidsredenen zijn stopgezet; (f) wat betreft de mobilisatie van belanghebbenden in het proces, is de interministeriële monitoringcommissie, die speciaal is opgericht voor de monitoring van het NAP/integratie, slechts bemiddelend opgetreden en diende de samenstelling ervan na de wisseling van de regering te worden gewijzigd zodat haar invloed als institutioneel coördinatieforum slechts geleidelijk tot stand is gebracht.
However, analysis of the progress made in the light of the 4 common objectives reveals that: (a) the measures concerned with promoting access to the labour market have, in tandem with the NAP/empl, achieved considerable success; (b) pursuit of the reform of the social protection system has not affected attainment of the goals inherent in the Minimum Guaranteed Income scheme (scheme combining financial benefits with a socio-occupational integration plan); (c) the aim of having all persons in a situation of exclusion sign a "social integration contract" within one year was too ambitious and was difficult both to implement and to evaluate, since it requires multisectoral involvement and since the universe of individuals to be covered remains undefined (the same comment applies to the individualised follow-up of children and young persons within three months); (d) the setting up of a national social welfare helpline has made it easier for certain priority groups to obtain information and a rapid response to their problems; (e) the "Urban Social Development Contracts" and the "Rural Areas and Social Development" project, which were aimed at tackling the problems of the regional nature of exclusion, were abandoned for budgetary and policy reasons; (f) as regards mobilising stakeholders in the process, the Interministerial Monitoring Committee, set up expressly to monitor the NAPincl, operated only intermittently and its composition had to be altered following the change of government, hence its impact as an institutional co-ordination forum has been established only gradually; as regards civil society, the vague reference to the Co-operation and Social Solidarity Pact and the project for the creation of an NGOs Forum illustrates the low degree of involvement of these players.

Mede dank zij de onderhandelingen die te Marrakesh zijn geopend en die in het kader van de Wereldhandelsorganisatie (World Trade Organisation, WTO) zullen worden voortgezet, kan worden gewaarborgd dat de internationale handel een bijdrage aan de sociale ontwikkeling levert: - teneinde te verzekeren dat de doelstellingen met betrekking tot het sociale-ontwikkelingsbeleid in het bijzonder worden geconcentreerd op het verkleinen van de enorme verschillen in talrijke laag- en midden-inkomenslanden. The negotiations embarked upon at Marrakesh and set to continue within the World Trade Organisation (WTO) will help ensure that international trade contributes to social development : - to ensure that social development policy goals specifically aim to close the yawning gap in many poor and middle-income countries caused by unequal access to land, credit and education (particularly for women); - to have social development included in the policies recommended and financially sponsored by international institutions such as the IMF and World Bank, particularly structural adjustment; - to ensure that international free movement of capital, which is vital for the development of the South and modernisation of the East, takes place within a legal framework so that precious development resources are not diverted towards criminal activities (drugs, corruption and terrorism) or improperly avoid taxation; (b) bilaterally to secure, from countries which receive financial aid from the Community or benefit from its trade preferences, reciprocal undertakings to : - ratify and comply with the above multilateral agreements; - give priority to job creation and the fight against poverty in cooperation programmes for development between the EU and its partners by reducing inequalities and striving to have such goals included in their domestic policies; - give priority in granting aid and trade preferences to countries which undertake genuine and effective social development strategies; - in Africa in particular, the EU should use its aid and cooperation instruments to support and strengthen domestic efforts to enable countries to gain a sounder foothold in world trade and foster investment growth; - in Central and Eastern European countries in transition it is essential that the benefits of reform are realised as rapidly as possible while reducing the resultant social risks by assisting those most disadvantaged by the social effects of the changes under way.
