– gezien de gezamenlijke verklaringen nrs. 61, 62, 63 en met name nr. 64 betreffende de overeenkomst over de slachtoffers van het conflict: "Sistema Integral de Verdad, Justicia, Reparación y No Repetición" (integraal systeem voor waarheid, gerechtigheid, schadeloosstelling en niet-herhaling), met inbegrip van de bijzondere rechtspraak voor vrede, en de verbintenis ten aanzien van de mensenrechten, getekend op 15 december 2015 te Havana, evenals de gezamenlijke ontwerpovereenkomst "Punto 5: Acuerdo sobre las Víctimas del Conflicto" (Punt 5: Overeenkomst betreffende de slachtoffers van het conflict) van dezelfde datum,
– having regard to Joint Communiqués Nos 61, 62, 63 and, in particular, No 64 on the Agreement on Victims of the Conflict: ‘Comprehensive System of Truth, Justice, Reparation and Non-repetition’, including the Special Jurisdiction for Peace; and the Commitment on Human Rights, signed in Havana on 15 December 2015, and the joint draft document entitled ‘Point 5: Agreement on Victims of the Conflict’, signed on the same day.

I. whereas this agreement represents a significant step forward in the construction of a stable and lasting peace, recognising all victims of the conflict not only as victims but also and above all as citizens with rights, and in particular the right to participate in the clarification of the truth and to be compensated for the harm they have suffered on account of the conflict;

H. overwegende dat voorheen gemarginaliseerde groepen en personen die ernstig te lijden hebben gehad onder het conflict en het geweld, door de PEACE-programma's de mogelijkheid hebben gekregen om actief bij te dragen aan het vredesproces; overwegende dat de meest gemarginaliseerde delen van de samenleving van projecten in het kader van het PEACE-programma profiteren door de ontwikkeling van activiteiten ten behoeve van individuen en groepen, zoals slachtoffers van het conflict, ouderen en kwetsbare personen, gehandicapten, slachtoffers van huiselijk geweld, ex-gedetineerden en werkloze jongeren ,
H. whereas previously marginalised groups and people greatly affected by the conflict and violence have been empowered by the PEACE programmes to contribute to actively building peace; whereas projects under the PEACE programmes are serving the most marginalised segments of society by developing activities for individuals and groups such as victims of conflict, older and vulnerable people, the disabled, victims of domestic violence, ex-prisoners and unemployed young people ,

In de Noordelijke Kaukasus heeft de Commissie met de toewijzing van in totaal 20,8 miljoen euro haar financiële steun aan de slachtoffers van het conflict in Tsjetsjenië voortgezet.

The forgotten crises identified in 2007 were: Sahrawi refugees in Algeria, Chechnya and the neighbouring republics affected, population of India affected by unrest in Jammu and Kashmir, the persisting crisis of Bhutanese refugees as well as the Maoist insurrection in Nepal, population affected by the conflict in Burma/Myanmar both within the country itself as well as in neighbouring countries and the population affected by the crisis in Colombia as well as in neighbouring countries.

Calls for appropriations to be made available to tackle by means of interdisciplinary programmes the drastic increase in domestic violence in the post-conflict phase due to the general coarsening, physical and economic uncertainty and traumatisation of men too; notes that domestic violence in the post-conflict phase is a neglected phenomenon, which is hardly perceived and yet which sets in stone gender relationships which already existed before the conflict and accentuates the trauma suffered by women due to the (sexualised) violence they have experienced;

3. Member States shall provide, under the same eligibility conditions as nationals of the Member State that has granted the status, adequate health care to beneficiaries of refugee or subsidiary protection status who have special needs, such as pregnant women, disabled people, persons who have undergone torture, rape or other serious forms of psychological, physical or sexual violence or minors who have been victims of any form of abuse, neglect, exploitation, torture, cruel, inhuman and degrading treatment or who have suffered from armed conflict.
