8. is van mening dat in het kader van de staatshervorming op termijn het functioneren van de Nationale Veiligheidsraad moet worden aangepast zodat de controle van de burgers op de militairen aansluit bij de praktijk in de lidstaten van de EU; realiseert zich dat de gewenste structuurverandering een zeer weerbarstige materie vormt;

Considers that, in the context of state reform, it will be necessary in the long term to abolish the National Security Council in its current form and position in order to align civilian control of the military with the common practice in EU Member States; realises that the desired structural change will be very hard to accept;

10. vindt dat een succesvolle staatshervorming mede af zal hangen van de mate waarin de regering erin slaagt anders om te gaan met de gevaren van fundamentalisme en separatisme, en een weerspiegeling is van de artikelen 13 en 14 van de grondwet van de Republiek Turkije; is van mening dat een ontspannen omgang met de islam en met godsdienst in het algemeen een verdere groei van antidemocratische tendensen, bijvoorbeeld van een intolerant en gewelddadig religieus extremisme, tegengaat;

Considers that a successful reform of the State will partly be dependent on the extent to which the government succeeds in handling in another way the dangers of fundamentalism and separatism, reflecting Articles 13 and 14 of the Constitution of the Republic of Turkey; considers that a relaxed attitude to Islam and to religion in general will counteract the rise of antidemocratic movements such as intolerant and violent religious extremism;

De Raad komt overeen om de volgende prioritaire krachtlijnen vast te stellen voor de toekomstige samenwerking met de landen en regio's van Latijns-Amerika : a) De Gemeenschap zal bijzondere aandacht schenken aan de institutionele steun en aan de consolidatie van het democratisch proces door middel van samenwerkingsacties : - die de consolidatie tot doel hebben van de instellingen, op de verschillende niveaus, van de rechtsstaat, de bescherming van de mensenrechten en goed overheidsbeheer ("good governance") ; - die bijdragen tot de staatshervorming en de decentralisatie, met name door de modernisering van de overheidsadministratie ; - die de uitwerking van sectorieel beleid, bijvoorbeeld ten behoeve van het onderwijs, de volksgezondheid of de plattelandsontwikkeling, ondersteunen, door voorrang te geven aan institutionele steun en aan de beschikbaarmaking van de know-how van de civiele maatschappij. b) De Gemeenschap zal bij haar samenwerking bijzondere aandacht schenken en voorrang verlenen aan de strijd tegen de armoede en de sociale uitsluiting.
The Council agrees to establish the following priorities for future cooperation with Latin American countries and regions: (a) The Community will pay particular attention to institutional support and consolidation of the democratic process by means of cooperation activities: - aimed at consolidating the institutions, at various levels, of the rule of law, at protecting human rights and at good governance; - contributing to government reform and decentralization, in particular through the modernization of public administration; - supporting the framing of sectoral policies such as those on education, health and rural development, with priority going to institution building and to harnessing the know-how of civil society (b) The Community will attach particular importance as a matter of priority to combating poverty and social exclusion in its cooperation.
