43. vraagt de Commissie om de gerichte financiële steun van de Europese investeringsbank (EIB), de Europese Bank voor Wederopbouw en Ontwikkeling (EBWO), de Ontwikkelingsbank van de Raad van Europa en het Europees Fonds voor energie-efficiëntie (EEEF) voor energie-efficiëntieprojecten verder te verbeteren; vraagt de EIB, de Ontwikkelingsbank van de Raad van Europa en de EBWO om een gezamenlijke werkgroep te vormen teneinde alternatieven voor nieuwe financiële instrumenten te bestuderen, die aan lidstaten beschikbaar kunnen worden gesteld samen met of via hun nationale fondsen voor energie-efficiëntie om extra investeringen uit de particuliere sector te stimuleren;
43. Calls on the Commission to improve further the targeted financial support of the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), the Council of Europe Development Bank (CEB) and the European Energy Efficiency Fund (EEEF) for EE projects; calls on the EIB, the CEB and the EBRD to form a joint working group to study alternatives for new FI, which can be made available to the Member States together with or through their National Energy Efficiency Funds to stimulate additional private sector investment;

The Council in this regard welcomes the initiative by the Commission in its Communication of 5 March 2008, together with the European Investment Bank, the European Bank for Reconstruction and Development and the Council of Europe Development Bank to establish a comprehensive Western Balkans Investment Framework to enhance harmonisation and cooperation in investments for socio-economic development in the region.
