G. Overwegende dat bovengenoemde resoluties van de Veiligheidsraad van de Verenigde Naties, nrs. 1503 (2003) en 1534 (2004) een beroep op het Tribunaal en het Internationaal Strafhof voor Rwanda doen alle onderzoeken tegen het einde van 2004 te voltooien, alle processen in eerste aanleg aan het einde van 2008 en alle werkzaamheden aan het eind van 2010, echter overwegende dat het Tribunaal heeft laten weten niet in staat te zijn de processen in eerste aanleg voor het einde van 2009 te voltooien, mede door het grote aantal beroepen, en derhalve overwegende dat een nieuw besluit van de Veiligheidsraad van de VN nodig is om het mandaat van het Tribunaal te verlengen,
G. whereas the above-mentioned UN Security Council resolutions 1503 (2003) and 1534 (2004) called on the Tribunal and the International Criminal Tribunal for Rwanda to complete all investigations by the end of 2004, all first-instance trials by the end of 2008, and all work by 2010; whereas, however, the Tribunal has indicated that it will be unable to complete the first-instance trials before late 2009, also because of the great number of appeals; whereas, therefore, a new decision of the UN Security Council is needed in order to extend the mandate of the Tribunal,

10. wijst erop dat de afsluiting van het proces van ratificatie van het statuut van het internationaal tribunaal voor berechting van oorlogsmisdaden van essentieel belang is in het perspectief van de oprichting van een eerste internationaal strafrechtscollege; betreurt het dat tot dusver slechts drie lidstaten van de Unie – Italië, Frankrijk en België – dit statuut hebben geratificeerd; verzoekt de overige lidstaten derhalve het ratificatieproces zo snel mogelijk af te ronden en verzoekt de bevoegde instellingen van de Unie de ratificatie te verheffen tot een essentieel punt in de betrekkingen van de Unie met derde landen;

Point out that, with a view to the establishment of the first international criminal court, it is essential for the process of ratifying the statute of the International Criminal Court to be concluded; deplores that, to date, only three EU Member States – namely, Italy, France and Belgium – have ratified the statute; calls therefore on the other Member States to conclude the ratification process at the earliest opportunity, and on the relevant EU institutions to make ratification a key element in the Union’s relations with third countries;
