IN-CONTEXT TRANSLATIONS

1. beklemtoont de noodzaak van betere stelsels van sociale zekerheid en gezondheidszorg en de behoefte aan sociale verzekeringen voor de zelfstandigen; verzoekt de lidstaten rechten op sociale zekerheid en sociale bescherming te verbinden aan individuele personen in plaats van arbeidscontracten, waardoor een fatsoenlijke sociale bescherming voor iedereen gewaarborgd wordt, met inbegrip van de zelfstandigen en alle echtgenoten of partners die aan de activiteiten van zelfstandigen deelnemen en andere werkenden, ongeacht hun soort contract of arbeidspositie;

Highlights the need for better social security and health care systems and the need to promote social insurance for the self-employed; calls on the Member States to link social security and social protection rights to the individual rather than to work contracts, thereby guaranteeing a decent level of social protection for all, including the self-employed and any spouses or partners who participate in the activities of self-employed and other workers, irrespective of their contract type or employment status;

28. verzoekt de Commissie door te gaan met haar inspanningen om te komen tot een evenwichtige implementatie van het flexizekerheidsbeleid door een analyse uit te voeren van de stand van zaken op dit moment in de verschillende lidstaten, te controleren of de maatregelen voor flexibiliteit op een adequate manier samengaan met maatregelen die de zekerheid voor werknemers waarborgen en door de lidstaten en de sociale partners te helpen bij de realisering van de principes van flexizekerheid zodat deze worden toegepast terwijl de verworven sociale rechten op Europees niveau worden geëerbiedigd en overeenkomstig de specifieke kenmerken van de verschillende arbeidsmarkten, de verschillende tradities in relatie tot het arbeidsbeleid en collectieve onderhandelingen en met de structuren van de diverse stelsels voor sociale zekerheid; en merkt op dat het van elkaar leren en het uitwisselen van beste praktijken alsmede de methode van open coördinatie wezenlijke hulpmiddelen zijn bij het coördineren van de verschillende strategische benaderingen van de lidstaten;
28. Calls on the Commission to continue its efforts to achieve balanced implementation of flexicurity policies by putting forward an analysis of the situation to date regarding implementation in the Member States and by checking that flexibility measures have been properly accompanied by security measures for workers, and to assist Member States and the social partners in implementing the principles of flexicurity so that they are applied with respect for acquired social rights at European level and in accordance with the specific nature of the various labour markets and the differing traditions with regard to labour policies and collective bargaining and the structure of social security systems, and points out that reciprocal learning, exchanges of good practice and the open coordination method are essential tools for coordinating the varying strategic approaches of the Member States;

De lidstaten kunnen voorschrijven dat de artikelen 3, 4 en 5 niet gelden voor de premiebedragen uit hoofde van nationale wettelijke stelsels van sociale zekerheid of uit hoofde van voor een of meer bedrijfstakken geldende aanvullende stelsels van sociale voorzieningen welke bestaan naast de nationale wettelijke stelsels van sociale zekerheid.

40. Stresses that the means to finance social security should be updated, taking into account the technology developments and the contribution of capital-intensive business to national income; considers that labour-intensive businesses are penalized by a merely wage-based contribution system to social security; thinks that a complementary resource based on the firm’s added value could help to guarantee more fiscal justice and guarantee new financial means to the social security system;
