In 1994 besloten de Nederlandse autoriteiten geld te storten in twee sub-fondsen welke door het CoBo-fonds worden beheerd, namelijk het „Filmfonds”, dat coproducties van films en documentaires financiert, en het „Telefilm”-project, waarmee wordt beoogd de productie van hoogwaardige televisiefilms te stimuleren.

De Europese Commissie heeft besloten geen bezwaar te maken tegen de verlening door de Nederlandse regering van steun ten belope van 15 miljoen gulden (Ecu 6,275 miljoen) aan de speelfilmproductie over een periode van 5 jaar via een stichting (Mez-Stichting) die belast wordt met het beheer van de overheidsparticipatie in een werkmaatschappij, Film Investors Netherlands B.V. genaamd.
The European Commission has decided not to raise any objections to aid of NLG 15 million (ECU 6.275 million) to be granted to film production over a five-year period by the Dutch Government via a Mez-Stichting foundation which will administer a public shareholding in an operational company Film Investors Netherlands B.V. It considers that the aid scheme does not affect trading conditions and competition to an extent contrary to the common interest.
