Twee jaar na de start van de strategie van de Europese Unie voor het Donaugebied, heeft de Europese Commissie hierover het eerste voortgangsverslag bekendgemaakt.

r) MOEDIGT de betrokken lidstaten en de Commissie AAN de banden tussen de strategie van de Europese Unie voor het Oostzeegebied, die voor het Donaugebied, en mogelijke toekomstige andere macroregionale strategieën te versterken door te zorgen voor uitwisseling van ervaring en goede praktijken, waardoor er voor de uitvoering van deze strategieën betere oplossingen komen en meerwaarde wordt gecreëerd door de Europese territoriale cohesie te bevorderen, onder meer door een coherente uitvoering van infrastructuur- en energieprojecten.
r) ENCOURAGES the Member States concerned and the Commission to strengthen links between the EUSBSR, the EU Strategy for the Danube Region and possible future macro regional strategies by securing exchange of experiences and good practices, leading to increased quality of implementation solutions for those strategies as well as to added value in strengthening European territorial cohesion, including i.a. coherence in implementing the infrastructure and energy projects.

9. ONDER ERKENNING van de bijdrage die de ervaring, opgedaan tijdens de uitvoering van de strategie van de Europese Unie voor het Oostzeegebied, tot nu toe heeft geleverd aan de verwezenlijking van gemeenschappelijke EU-doelstellingen en bij het aanpakken van de gezamenlijke uitdagingen voor de macroregio, STELT de Raad VAST dat de strategie efficiënter en resultaatgerichter moet worden met het oog op de nadere verwezenlijking van de doelstellingen van de strategie, en BEKRACHTIGT hij daarom de onderstaande aanbevelingen, die voortvloeien uit het verslag van de Commissie over de uitvoering van de strategie van de Europese Unie voor het Oostzeegebied en uit het overleg met de belanghebbenden. De Raad, derhalve:
9. RECOGNISING the contribution to date of the EUSBSR implementation experience towards achieving common EU goals as well as towards addressing the shared challenges of the macro region, it ACKNOWLEDGES the need to make the Strategy more effective and result oriented for further attaining the Strategy objectives and therefore ENDORSES the following recommendations resulting from the Commission's Report on the Implementation of the EUSBSR as well as from consultations with relevant stakeholders. Based on this, the Council:

De Europese Raad wijst nogmaals op het belang van de daadwerkelijke tenuitvoerlegging van de strategie van de Europese Unie ten aanzien van het Oostzeegebied, onder meer in verband met de noodzaak om de betrekkingen van de Europese Unie met Rusland verder te ontwikkelen. 5. Latijns-Amerika en het Caribische gebied De Europese Raad spreekt er zijn voldoening over uit dat de betrekkingen met Latijns-Amerika en het Caribische gebied aanzienlijk zijn geïntensiveerd, met name door : -de vooruitgang die geboekt is in de betrekkingen met Mercosur ; -de Plechtige Verklaring van Florence betreffende de vernieuwing van het San José-proces tussen de Europese Unie en Centraal-Amerika, alsmede de verklaring van Cochabamba ; -de aangekondigde opening van de onderhandelingen met Mexico ; -de vooruitzichten voor de betrekkingen met de Andesgemeenschap.
The European Council reiterates the importance of the effective implementation of the Union's strategy towards the Baltic Sea region, among other things in relation to the need to further develop the Union's relations with Russia. 5. Latin America and the Caribbean The European Council notes with satisfaction that relations with Latin America and the Caribbean have increased significantly, notably by : - the progress in relations with Mercosur; - the Florence Solemn Declaration concerning the renewal of the San Jose process between the European Union and Central America, and the Cochabamba declaration; - the forthcoming opening of negotiations with Mexico; - the perspectives for relations with the Andean Community; - the EU troïka meeting with the ACP countries in the Caribbean in Kingston in May 1996.
