The Council of the European Union, in its Resolution of 11-12 December 2006 on a Strategy for a Secure Information Society in Europe, reiterated the importance of these tasks by calling upon “ENISA to continue working in close cooperation with the Member States, the Commission and other relevant stakeholders, in order to fulfil those tasks and objectives that are defined in the Regulation of the Agency and to assist the Commission and the Member States in their effort to meet the requirements of network and information security, thus contributing to the implementation and further development of the new Strategy for a Secure Information Society in Europe as set out in this Resolution”.

Major cyber incidents or attacks are likely to have an impact on EU governments, business and individuals. As a result of this strategy, and in particular the proposed directive on NIS, the prevention, detection and response to cyber incidents should improve and Member States and the Commission should keep each other more closely informed about major cyber incidents or attacks.

An important element in implementing the Strategy will be the swift adoption of the proposal for a Directive on network and information security.
