TRADUCTIONS EN CONTEXTE

Welcomes the fact that the European Structural and Investment Funds (ESIF) and the Instrument for Pre-accession Assistance for 2014-2020, and in particular the Adriatic Ionian Cooperation Programme 2014-2020 (ADRION), provide significant potential resources and a wide range of tools and technical options for the strategy; supports the fact that other funds and instruments relevant to the strategy pillars are available, in particular the Horizon 2020 and Erasmus Plus programmes in respect of all pillars, the Connecting Europe Facility in respect of Pillar II, the LIFE programme in respect of Pillar III, as well as in respect of climate change mitigation and adaptation, and the COSME and Creative Europe programmes for SMEs in respect of Pillar IV, as well as the INNOVFIN programme for innovation funding; encourages cooperation, in order to create a synergy of available funds, between the monitoring committees of the territorial cooperation programmes which cover the region, the EUSAIR governing board and the ESIF managing authorities; stresses that the strategy should enable a more efficient and effective use of existing instruments and funds;

L. overwegende dat de EU gedwongen is geweest noodmaatregelen te nemen in reactie op opeenvolgende crises in de MONA-regio die ze ondanks bepaalde signalen niet had voorzien, waardoor ze de fundamentele elementen niet kon analyseren, noch de complexiteit, verwachtingen en vooruitzichten die de Arabische revoluties van 2011 met zich meebrachten; overwegende dat de EU er met name niet in is geslaagd te reageren op de noodzaak van een langetermijnstrategie voor het ondersteunen en begeleiden van een echte democratische overgang, economische ontwikkeling en politieke stabiliteit; overwegende dat de vicevoorzitter van de Commissie/hoge vertegenwoordiger van de Unie, op basis van het mandaat dat de Europese Raad van december 2013 haar heeft toegekend, een essentieel strategisch denkproces heeft gestart; overwegende dat door de Commissie en de Europese Dienst voor extern optreden (EDEO) een uitgebreid raadplegingsproces is opgestart met het oog op een herziening ENB; overwegende dat de structuur van de EDEO het mogelijk maakt per land een politieke en strategische analyse op stellen die een sleutelfactor zou moeten vormen bij het plannen van steun aan de landen in de regio, mede in het kader van het ENB;
L. whereas having been forced to take emergency measures in response to successive crises that it failed to anticipate in the MENA region despite some signals, the EU has been unable to analyse the key elements or deal with the complexity of the situation, expectations and prospects created by the Arab uprisings of 2011; whereas, above all, the EU has failed to respond to the need for a very long-term strategy to sustain and assist genuine democratic transition, economic development and political stability; whereas, acting on the instructions issued by the European Council of December 2013, the High Representative of the Union for Foreign Affairs and Security Policy (VP/HR) launched a major strategic reflection process; whereas a broad consultation process was launched by the Commission, the European External Action Service (EEAS) for a review of the ENP; whereas the set-up of the EEAS provides the possibility of a country-by-country political and strategic analysis which should be a key factor in planning of assistance to the countries of the region, including in the framework of the ENP;

23. is van mening dat de Commissie, met het oog op de bijzondere omstandigheden van de EEZ in de ultraperifere regio's (ontbreken van een continentaal plat voor enkele van deze regio's) en de beperkingen van hun visserijzones (in vele gevallen met ondergrondse heuvels), zonder te aarzelen het voorzorgsbeginsel en het beginsel betreffende relatieve stabiliteit moet toepassen; daardoor zal mede kunnen worden gewaarborgd dat niet alleen het biologisch en ecologisch evenwicht voor de desbetreffende species, maar ook de bescherming van de sociaal-economische structuur in verband met de visserijsector in die regio's in stand blijft; ook moet zij in haar wetgevingsvoorstellen rekening houden met het feit dat de visserij in bepaalde ultraperifere regio's, bijvoorbeeld in de Indische Oceaan, van zeer recente datum is en dat de visbestanden er nog rijk zijn;
23. Urges the Commission, in view of the particular circumstances of the exclusive economic zones of the outermost regions (absence of a continental shelf in certain cases) and the limitations of their fisheries zones (often confined to submarine hills), to apply, without hesitation, the precautionary principle and the principle of relative stability, thereby helping ensure not only biological and ecological balance for the species concerned, but also the protection of the socio-economic fabric related to the fisheries sector in those regions; urges the Commission also to take account in its legislative proposals of the fact that fishing activity in some of the outermost regions, for example in the Indian Ocean, is very recent and that fish stocks in these areas are still rich;

6. is van mening dat de Commissie, met het oog op de bijzondere omstandigheden van de EEZ in de ultraperifere regio's (ontbreken van een continentaal plat voor enkele van deze regio's) en de beperkingen van hun visserijzones (in vele gevallen met ondergrondse heuvels), zonder te aarzelen het voorzorgsbeginsel en het beginsel betreffende relatieve stabiliteit moet toepassen; daardoor zal mede kunnen worden gewaarborgd dat niet alleen het biologisch en ecologisch evenwicht voor de desbetreffende species, maar ook de bescherming van de sociaal-economische structuur in verband met de visserijsector in die regio's in stand blijft; ook moet zij in haar wetgevingsvoorstellen rekening houden met het feit dat de visserij in bepaalde ultraperifere regio's, bijvoorbeeld in de Indische Oceaan, van zeer recente datum is en dat de visbestanden er nog rijk zijn;

The new regulation is based on the consideration that the development of the Community and the operation of the single market increase the need for comparable data on the level, trend and structure of employers' labour costs and employees' earnings, particularly as a means of analysing growth, competitiveness, employment, the progress of economic and social cohesion and for establishing reliable comparisons between the Member States and the regions of the Community.
