In de Zuidelijke Kaukasus en Centraal-Azië is het zorgen voor een vlotte overgang van de financiering door ECHO naar andere programma's een moeilijke opdracht zowel wegens de aard van de huidige Tacis-bijstand en zijn rechtsgrond als wegens het tekort aan financiële middelen op de specifieke TACIS-begrotingslijn voor rehabilitatie (slechts 1,7 miljoen EUR beschikbaar in 2000).
In the South Caucasus and Central Asia, a smooth transition from ECHO funding to other programmes is a challenge both because of the nature of current Tacis assistance and its legal base, and because of the insufficiency of financial resources available under the specific TACIS rehabilitation budget line (only EUR 1.7 m available in 2000).
