Tussen de speciale bijeenkomst van de Europese Raad in Tampere op 15-16 oktober 1999, waar werd besloten een ruimte van vrijheid, veiligheid en rechtvaardigheid tot stand te brengen in de Europese Unie, en de informele bijeenkomst van de ministers van Justitie en Binnenlandse Zaken in Tampere die gepland staat voor 20-22 september 2006, komt de Commissie met haar eerste politieke toetsing van de vorderingen bij de uitvoering van het Haags programma.
Following the special meeting of the European Council in Tampere on 15-16 October 1999 where it was decided to create an area of freedom, security and justice in the European Union and ahead of the Justice and Home Affairs informal meeting in Tampere scheduled for 20-22 September 2006 the Commission now presents its first political assessment of progress in implementing the Hague Programme.

Ik zal drie belangrijke kwesties benadrukken. Ten eerste is het noodzakelijk fair te zijn bij de beoordeling van de tekortkomingen en de nog hangende zaken van Tampere I; met andere woorden, de erfenis van Tampere I moet meegenomen worden in Tampere II. I shall highlight three main issues: first, being fair in assessing the shortcomings and the unfinished business of Tampere I – there will be the heritage from Tampere I that should be taken on board in Tampere II; second, clear objectives are set out in the constitutional treaty – Tampere II should closely follow the agenda that was defined in that treaty; and last but not least, Tampere II should focus more adequately on the quality of the transposition of European legislation in this area at national level, and on monitoring concrete implementation of the acquis in the 25 Member States.

36. Urges the Council and the Member States to put the positive case for managed migration, in particular by progressing all the elements of the balanced agenda set out at the Tampere European Council, including those side-lined (e.g. links with developing countries and integration policy) by the more recent emphasis on illegal immigration and asylum-seeking; stresses that the directives agreed so far as part of the Tampere agenda fall far short of the promises made at Tampere and notes that this has important implications for integration; calls on the Member States to explore the view of organisations such as the International Organisation for Migration which argue that policies on managed migration, including for employment, are the necessary counter-part to asylum systems reform and action against illegal immigration - without more legitimate economic migration opportunities, the abuse of, and the pressure on, asylum policy and on all illegal forms of migration will not decrease;

While recognising the importance of the "ten Tampere milestones" , as well as of the Tampere conclusions on the Charter of fundamental rights, some delegations pointed out that further progress was needed towards achieving a single European asylum system, the setting-up of a European prosecutor to protect financial interests of the Community and the speeding-up of the creation of a European enforcement order.

As for the specific issue of "enhanced and more coherent external action of the Union in the field of Justice and Home Affairs" - which will be one among several other important issues for discussion in Tampere - the Presidency document was endorsed by Foreign Ministers and will be forwarded to the European Council and taken into account by the Presidency when drafting its conclusions for Tampere.
