Notes that this proposal is in line with the allocations set out in the MFF, taking into account the technical adjustment to the financial framework for 2011 (increase of EUR 336 million), as provided for in point 17 of the IIA; understands in that respect the margin of EUR 16.9 million, stemming mostly from the technical assistance allocation and representing 0.03% of the heading;

After the technical adjustment of the financial framework for the forthcoming financial year, taking into account the Annual Policy Strategy presented by the Commission and prior to its decision on the preliminary draft budget, a meeting of the trilogue will be convened to discuss the possible priorities for the budget of that year.

Tezamen met de mededeling van de technische aanpassing van het financiële kader legt de Commissie aan de twee takken van de begrotingsautoriteit het voorstel tot aanpassing van het totale bedrag van de kredieten voor betalingen voor die zij, in het licht van de uitvoering van de begroting, nodig acht om een geordende ontwikkeling ten opzichte van de kredieten voor vastleggingen te waarborgen.
When notifying the two arms of the budgetary authority of the technical adjustments to the financial framework, the Commission will present any proposals for adjustments to the total appropriations for payments which it considers necessary, in the light of implementation, to ensure an orderly progression in relation to the appropriations for commitments.

Bovendien wordt in punt 18 van het IA bepaald dat de Commissie tezamen met de mededeling van de technische aanpassing van het financiële kader vóór 1 mei aan de twee takken van de begrotingsautoriteit het voorstel tot aanpassing van het totale bedrag van de kredieten voor betalingen voorlegt die zij, in het licht van de uitvoering van de begroting, nodig acht om een geordende ontwikkeling ten opzichte van de kredieten voor vastleggingen te waarborgen.
Moreover, point 18 of the IIA foresees that the Commission, at the same time than notifying the two arms of the budgetary authority of the technical adjustments to the MFF, shall present proposals for adjustment of Payments which it considers necessary in the light of implementation, in order to ensure an orderly progression in relation to commitments (before 1 May).
