64. merkt op dat er in de wereld 32 rechtstelsels zijn die aanwending van de doodstraf toestaan voor drugsdelicten; merkt op dat het VN-bureau voor drugs en criminaliteit (UNODC), de Europese Commissie en afzonderlijke Europese regeringen actief betrokken zijn bij de financiering en/of technische en juridische ondersteuning en financiële hulp ter versterking van drugsopsporingsactiviteiten in landen die aan de doodstraf vasthouden met het oog op de drugshandhaving; vreest dat zulke bijstand nog meer terdoodveroordelingen en excuties in de hand kan werken; vraagt de Commissie om richtsnoeren uit te vaardigen voor internationale financiering van drugsopsporingsactiviteiten op nationaal of regionaal niveau, om erop toe te zien dat zulke programma’s niet uitlopen op mensenrechtenschendingen, daaronder begrepen de toepassing van de doodstraf; benadrukt dat afschaffing van de doodstraf voor drugsgerelateerde misdrijven als eerste voorwaarde moet gelden voor financiële en technische bijstand, capaciteitsopbouw en andere ondersteuning bij drugsopsporing;

Notes that there are 32 jurisdictions in the world with laws allowing the death penalty to be applied for drug offences; notes that United Nations Office on Drugs and Crime (UNODC), the European Commission and individual European governments are actively involved in funding and/or delivering technical assistance, legislative support and financial aid intended to strengthen drug enforcement activities in states that retain the death penalty for drug enforcement; is concerned that such assistance could lead towards increased death sentences and executions; calls on the Commission to develop guidelines governing international funding for country-level and regional drug enforcement activities to ensure such programmes do not result in human rights violations, including the application of the death penalty; stresses that the abolition of the death penalty for drug-related offences should be made a precondition for financial assistance, technical assistance, capacity-building and other support for drug enforcement;

(7 bis) Uitgaande van de evaluatie ex ante van de Commissie d.d. 27 oktober 2009 1 , is hiervan 180 miljoen EUR bestemd voor ondersteuning van de volgende projecten: (1) projectbeheer en technische bijstand ter ondersteuning van de uitvoering van het ontmantelingsprogramma; (2) de salarissen van de deskundigen (onderhoud, technische ondersteuning, projectbeheer) in de centrale van Kozloduy die werken aan de buitenbedrijfstelling van de reactoren 1 tot en met 4; (3) bijdrage aan de bouw van een nationale faciliteit voor de berging van radioactief afval, die cruciaal is voor de tenuitvoerlegging van het ontmantelingsprogramma, in het bijzonder met het oog op de opslag van laag- en middelactief afval tijdens de eerste 10 jaar van de implementatie; (4) locatie-infrastructuur en behandeling van verwijderde afvalstoffen (inclusief de aanvullende toewijzing van projecten waarvoor reeds een aanbesteding is uitgeschreven).
(7a) In view of the Commission Ex Ante Evaluation of 27 October 2009 1 , EUR 180 million of the funds is intended to assist the following projects: (1) project management, technical assistance for the support of the implementation of the decommissioning programme; (2) the provision of salaries for experts (operation, maintenance, technical support, project management) at the Kozloduy site, working for the decommissioning of Units 1-4; (3) contribution to the construction of the National Radioactive Waste Disposal Facility, crucial for the implementation of the decommissioning programme, in particular for the storage of low and intermediate level waste in the first 10 years of implementation; (4) site infrastructure and treatment of dismantled waste (including additional allocation for projects already in the tendering process).

Op 17 juli 1998 heeft de Raad Verordening (EG) nr. 1572/98 (7) tot wijziging van Verordening (EEG) nr. 1360/90 vastgesteld, teneinde de mediterrane niet-lidstaten en gebieden die financiële en technische steun krijgen krachtens Verordening (EG) nr. 1488/96 van de Raad van 23 juli 1996 inzake financiële en technische maatregelen ter ondersteuning van de hervorming van de economische en maatschappelijke structuren in het kader van het Europees-mediterrane partnerschap (MEDA) (8) ter ondersteuning van de hervorming van hun economische en maatschappelijke structuren, bij de activiteiten van de Europese Stichting voor opleiding te betrekken.
On 17 July 1998 the Council adopted Regulation (EC) No 1572/98 (7) amending Regulation (EEC) No 1360/90 with a view to including in the activities of the European Training Foundation the Mediterranean non-member countries and territories which are beneficiaries of the financial and technical measures to accompany the reform of their economic and social structures pursuant to Council Regulation (EC) No 1488/96 of 23 July 1996 on financial and technical measures to accompany (MEDA) the reform of economic and social structures in the framework of the Euro-Mediterranean partnership (8).

This includes a project for "Harmonisation of Technical Standards, Technical Regulations and Conformity Assessment Procedures", aimed at facilitating the free circulation of goods between Mercosur member countries, and between Mercosur and the European Union; a trade- related technical assistance programme to support the process of the creation the Common Andean Market; and a programme supporting the Central American integration whose specific objective is to increase the capacity of the Central American Integration System (SICA) and of civil society to strengthen and deepen the process of integration and co-operation.

The development of operational support could, inter alia, take the form of the organisation of meetings, the development of common action plans and their implementation, strategic analyses, facilitating information and intelligence exchange, analytical support for multilateral national investigations, technical and tactical support, legal support, offering technical facilities, development of common manuals, facilitating training, evaluation of results and giving advice to the competent authorities of the Member States.
