‘regional sea convention’ means any of the international conventions or international agreements together with their governing bodies established for the purpose of protecting the marine environment of the marine regions referred to in Article 4, such as the Convention on the Protection of the Marine Environment of the Baltic Sea, the Convention for the Protection of the Marine Environment of the North-east Atlantic and the Convention for the Marine Environment and the Coastal Region of the Mediterranean Sea.

De mededeling van de Europese Commissie getiteld " Naar een strategie voor de bescherming en instandhouding van het mariene milieu" is een beschrijving van de huidige stand van zaken van het mariene milieu en van de bedreiging en de druk waaraan dit blootstaat, en die hoofdzakelijk te wijten zijn aan activiteiten van de mens zoals visserij, industriële bedrijvigheid, vervoer, landbouw, de exploitatie van gas- en olievelden, de ongewilde introductie van niet-inheemse soorten, de gevolgen van de klimaatverandering, enz. The communication from the European Commission ‘Towards a strategy to protect and conserve the marine environment’ describes the current state of the marine environment and the pressures and threats at play, mainly due to human activities: fishing, industrial activities, transport, agriculture, the exploitation of gas and oilfields, the accidental introduction of non-indigenous species, the repercussions of climate change, etc. It also reviews all the existing European, national, regional and international legislative and regulatory provisions linked to protection of the marine environment, recognizing their generally disparate and sector-specific nature and acknowledging that there is no integrated policy on protection of the marine environment at the European Union level.
