De bedoeling van de top is ook het partnerschap van de EU en Afrika aan te passen aan de ingrijpende veranderingen die Europa, Afrika en de rest van de wereld sinds de vorige Afrika–EU-top en de vaststelling van de gemeenschappelijke strategie Afrika–EU in 2007 hebben doorgemaakt[1].
It will also provide the opportunity to adapt the EU-Africa partnership to the significant developments that have occurred in Europe, in Africa and internationally since the last EU-Africa Summit and the adoption of the Joint Africa-EU Strategy in 2007[1].

Toch staat buiten kijf dat deze top een nieuw tijdperk in de betrekkingen tussen Europa en Afrika inluidt, en het feit dat deze top überhaupt werd gehouden is op zichzelf al een succes.
However, there can be no doubt that this summit marks a new phase in the relationship between Europe and Africa and the fact that it was held was, in itself, a success.

Eén onderwerp dat ik in verband met Afrika als fundamenteel beschouw en dat nauw gerelateerd is aan de Top Europa-Afrika, gaat over de positie van Afrika in de globalisering: moet Afrika een volwaardige partner zijn, zoals wij menen, in de problemen en uitdagingen die de globalisering opwerpt, moet Afrika een actieve partner zijn en moet het over doeltreffende instrumenten beschikken zodat het werkelijk een volwaardige partner in de globalisering kan zijn, of willen we anderzijds een Afrika dat is veroordeeld tot oorlog, onveiligheid, onderontwikkeling en armoede?
One issue I consider to be fundamental in relation to Africa and which is closely linked to the Europe-Africa Summit concerns Africa’s position in globalisation: should Africa be a full partner, as we believe it should, in the problems and challenges raised by globalisation, should Africa be an active partner and should it have effective instruments at its disposal so that it really can be a full partner in globalisation, or do we on the other hand want an Africa which is condemned to war, insecurity, underdevelopment and poverty?

De Top was de eerste ontmoeting op het hoogste politieke niveau tussen Afrika en de landen van de EU. Zij moet de bestaande betrekkingen tussen Afrika en Europa een nieuwe strategische dimensie geven en deze op hetzelfde niveau tillen als de banden die wij reeds met de landen in Azië en Zuid-Amerika hebben.
The summit was the first encounter at the highest political level between Africa and the countries of the EU. It will add a new strategic and global dimension to the existing relationship between Africa and Europe and will bring that relationship to the same level as that we already have with Asia and Latin America.

We, the Heads of State and Government of African States and of the European Union as well as the President of the European Commission, have met in the First Africa - Europe Summit under the Aegis of the OAU and EU, in Cairo, Arab Republic of Egypt, at the kind invitation of His Excellency Mohammed Hosni Mubarak, President of the Arab Republic of Egypt, under the Co-Presidency of the President of Algeria, His Excellency Abdelaziz Bouteflika, in his capacity as Chairman of the OAU, and the Prime Minister of Portugal, His Excellency António Guterres, in his capacity as President of the European Council.
