TRADUCTIONS EN CONTEXTE

32. is verheugd over de Overeenkomst van Parijs in het kader van het Raamverdrag van de Verenigde Naties inzake klimaatverandering (United Nations Framework Convention on Climate Change, UNFCCC), waarin aandacht wordt besteed aan aanpassing, mitigatie, ontwikkeling en overdracht van technologie en capaciteitsopbouw; roept alle verdragsluitende landen op hun toezeggingen gestand te doen; betreurt dat in het UNFCCC niet wordt verwezen naar de Universele Verklaring van de rechten van de mens en dringt erop aan dat al het UNFCCC-beleid en alle UNFCCC-maatregelen op mensenrechten worden gebaseerd;
32. Welcomes the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC), which covers adaptation, mitigation, technology development and transfer, and capacity building; calls on all signatory states parties to fulfil their commitments; regrets the absence of any reference to the Universal Declaration of Human Rights in UNFCCC and calls for all UNFCCC policies and actions to be human rights-based;

De Unie en haar lidstaten dienen bij het secretariaat van het UNFCCC tweejaarlijkse rapporten in overeenkomstig Besluit 2/CP.17 van de Conferentie van de Partijen bij het UNFCCC (Besluit 2/CP.17) of latere door de instanties van het UNFCCC aangenomen ter zake dienende besluiten, en nationale mededelingen overeenkomstig artikel 12 van het UNFCCC.
1. The Union and the Member States shall submit biennial reports in accordance with Decision 2/CP.17 of the Conference of the Parties to the UNFCCC (Decision 2/CP.17), or subsequent relevant decisions adopted by the bodies of the UNFCCC, and national communications in accordance with Article 12 of the UNFCCC to the UNFCCC Secretariat.

(13) De bevoegdheid om wetgeving aan te nemen overeenkomstig artikel 290 van het Verdrag betreffende de werking van de Europese Unie moet worden gedelegeerd aan de Commissie om de in dit besluit vastgestelde definities te wijzigen in het licht van veranderingen in de definities die zijn aangenomen door de instanties van het UNFCCC, het Protocol van Kyoto of andere door de Unie gesloten multilaterale overeenkomsten met betrekking tot klimaatverandering, om bijlage I te wijzigen teneinde boekhoudperioden toe te voegen en te zorgen voor consistentie tussen die boekhoudperioden en de desbetreffende perioden die zijn vastgesteld door de instanties van het UNFCCC of andere door de Unie gesloten multilaterale overeenkomsten met betrekking tot klimaatverandering, om bijlage II te wijzigen met bijgewerkte referentieniveaus overeenkomstig de voorgestelde referentieniveaus die door lidstaten zijn ingediend onder voorbehoud van correcties die zijn aangebracht overeenkomstig dit besluit of in het licht van veranderingen in de referentieniveaus die zijn aangenomen door de instanties van het UNFCCC of het Protocol van Kyoto, om de in bijlage III gespecificeerde informatie te herzien overeenkomstig wetenschappelijke vooruitgang of in het licht van veranderingen die zijn aangenomen door de instanties van het UNFCCC, het Protocol van Kyoto of andere daaropvolgende kaders, en om de voorwaarden te herzien met betrekking tot de boekhoudregels voor natuurlijke verstoringen, zoals vastgesteld in dit besluit, om wetenschappelijke vooruitgang of herzieningen aan wetgeving te weerspiegelen die zijn aangenomen door instanties van de UNFCCC of het Protocol van Kyoto.
(13) The power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission to update the definitions laid down in this Decision in the light of changes to definitions adopted by the bodies of the UNFCCC or the Kyoto Protocol or other multilateral agreements relevant to climate change concluded by the Union, to amend Annex I to add accounting periods and ensure consistency between those accounting periods and the relevant periods adopted by the bodies of the UNFCCC, or other multilateral agreement relevant to climate change concluded by the Union, to amend Annex II with updated reference levels in accordance with the proposed reference levels submitted by Member States subject to corrections made in accordance with this Decision and in the light of changes to reference levels approved by the bodies of the UNFCCC or the Kyoto Protocol, to revise the information specified in Annex III in accordance with scientific progress and in the light of changes adopted by the bodies of the UNFCCC or the Kyoto Protocol or other successor frameworks and to revise the conditions relating to the accounting rules for natural disturbances laid down in this Decision in the light of scientific progress or to reflect revisions to acts adopted by the UNFCCC or Kyoto Protocol bodies.
