Notes the observations by the Court of Auditors on the Executive Agency for Health and Consumers, an administrative entity of the Commission; is committed to the principle of annuality; is, however, of the opinion that in reality and in practical terms the principle of annuality cannot always be followed entirely; requests, for clarity purposes, that the reason for not implementing the principle of annuality be mentioned in the Report on the annual accounts of the Executive Agency for Health and Consumers;
