Deze mededeling is de reactie van de Commissie op het strategische uitvoeringsplan[11], het eerste mijlpaaldocument van het partnerschap.
This Communication is the Commission's response to the Strategic Implementation Plan[11], the first landmark document of the Partnership.

(11) In haar mededeling van 29 februari 2012 met als titel „Verdere ontwikkeling van het strategische uitvoeringsplan van het Europees innovatiepartnerschap voor actief en gezond ouder worden” stelt de Commissie voor, rekening te houden met de desbetreffende prioriteiten van het strategisch uitvoeringsplan voor toekomstige programma's en instrumenten voor onderzoek en innovatie die onderdeel zijn van Horizon 2020.
(11) In its communication of 29 February 2012 entitled ‘Taking forward the Strategic Implementation Plan of the European Innovation Partnership on Active and Healthy Ageing’, the Commission proposed to take account of relevant priorities of the Strategic Implementation Plan for future research and innovation work programmes and instruments which are part of Horizon 2020.

1. constateert met zorg dat de begroting van de gemeenschappelijke onderneming voor het begrotingsjaar 2011 en het uitvoeringsplan pas op 4 april 2011 door de raad van bestuur werden vastgesteld, vanwege de tijd die het vaststellen van en het bereiken van overeenstemming over de in het jaarlijks uitvoeringsplan op te nemen wetenschappelijke prioriteiten in beslag nam; wijst erop dat dit de organisatie van de oproep tot het indienen van voorstellen heeft vertraagd en dat de gemeenschappelijke onderneming zich gedurende het hele eerste kwartaal van het jaar gedwongen zag voor de uitvoering van betalingen gebruik te maken van de begrotingsregel inzake voorlopige twaalfden;

Notes with concern that the budget of the Joint Undertaking for the financial year 2011 and the implementation plan were adopted by the Governing Board only on 4 April 2011 due to the time taken to establish and agree on the scientific priorities to be included in the annual implementation plan; notes that this delayed the launch of the call for proposals and for the entire first quarter of the year, the Joint Undertaking was obliged to use provisional twelfths budget rule to make payments;

1. herbevestigt op de eerste verjaardag van de Wereldtop over duurzame ontwikkeling de noodzaak om met spoed initiatieven te nemen voor de afspraken die in Johannesburg zijn gemaakt, zoals uiteengezet in de politieke verklaring en het uitvoeringsplan, en vindt dat een doeltreffende follow-up het beste bewijs zal zijn van de gehechtheid van de EU aan duurzame ontwikkeling;

Reaffirms, on the first anniversary of the WSSD, the need to act urgently on the commitments made in Johannesburg, as outlined in the political declaration and the plan of implementation and considers that effective follow-up will be the best proof the EU's commitment to sustainable development;

6. stelt met tevredenheid vast dat het uitvoeringsplan voor 2003 verder zal worden uitgesplitst, zoals overeengekomen in de gezamenlijke verklaring van 25 november 2002 over mogelijke abnormale nog betaalbaar te stellen bedragen , hetgeen de controle van specifieke programma's in plaats van de totale begrotingslijnen mogelijk maakt; betreurt dat het uitvoeringsplan niet gelijktijdig met het VOB 2004 beschikbaar was, zoals was overeengekomen, en roept de Commissie ertoe op het plan zo spoedig mogelijk voor te leggen;
6. Notes with satisfaction that the Implementation Plan for 2003 will be broken down in greater detail, as agreed in the Joint Declaration on potentially abnormal RAL , which will allow for monitoring of specific programmes rather than aggregate budgetary headings; regrets that the Implementation Plan was not available with the PDB 2004 as had been agreed and urges the Commission to present it without delay;

6. stelt met tevredenheid vast dat het uitvoeringsplan voor 2003 verder zal worden uitgesplitst, zoals overeengekomen in de gezamenlijke verklaring van 25 november 2002 (zie bijlage), hetgeen de controle van specifieke programma's in plaats van de totale begrotingslijnen mogelijk maakt; betreurt dat het uitvoeringsplan nog niet beschikbaar was ten tijde van het VOB 2004, zoals overeengekomen, en roept de Commissie ertoe op het plan zo spoedig mogelijk voor te leggen;
6.
