TRADUCTIONS EN CONTEXTE

Doel van de EU is het CWC te versterken door voort te bouwen op vorderingen die tot nu toe zijn gemaakt wat betreft de vernietiging van opgegeven voorraden van chemische wapens en het voorkomen dat nieuwe voorraden worden aangelegd, door verscherping van de verificatieregeling van het CWC, verbetering van de uitvoering op nationaal niveau, en streven naar universele toepassing.
The EU aims to strengthen the CWC, building on the progress achieved in destroying declared stockpiles of chemical weapons and the prevention of their re-emergence, through enhancing the convention’s verification regime, improving national implementation as well as efforts towards achieving universality.

De Raad heeft besloten voor 1,7 miljoen EUR steun te verlenen ten behoeve van het Verdrag inzake biologische en toxinewapens (BTWC), bedoeld voor projecten die het universele karakter van het BTWC promoten en de uitvoering en de doeltreffendheid ervan ondersteunen.
The Council decided to grant EUR 1.7 million in support to the biological and toxin weapons convention (BTWC) for projects promoting the universality of the BTWC and supporting its implementation and effectiveness.

In het kader van de Europese veiligheidsstrategie is het gemeenschappelijk optreden gericht op de bevordering van de universele toepassing van het CCW en op de ondersteuning van de toepassing ervan, door:
Within the framework of the European security strategy, the joint action is aimed at promoting the universality of the CCW and supporting its implementation by means of:

– gezien het gemeenschappelijk optreden 2006/184/GBVB van 27 februari 2006 betreffende de ondersteuning van het BTWC in het kader van de strategie van de EU tegen de verspreiding van massavernietigingswapens met als doelstelling de bevordering van het universele karakter van het BTWC en de ondersteuning van de uitvoering daarvan door de staten die partij zijn opdat deze de internationale verplichtingen van het BTWC omzetten in hun nationale wetgeving en bestuursmaatregelen,
– having regard to Council Joint Action 2006/184/CFSP of 27 February 2006 in support of the Biological and Toxin Weapons Convention, in the framework of the EU Strategy against the Proliferation of Weapons of Mass Destruction , the objectives of which are to promote the universality of the BTWC and support its implementation by State Parties in order to ensure that State Parties transpose the international obligations of the BTWC into their national legislation and administrative measures,

– gezien de gezamenlijke actie van de EU van 27 februari 2006 in verband met de BTWC met als doelstelling de bevordering van het universele karakter van de BTWC en de ondersteuning van de uitvoering daarvan door de staten die partij zijn om ervoor te zorgen dat deze bij hun nationale wetgevende en bestuurlijke maatregelen rekening houden met de internationale verplichtingen die voortvloeien uit het BTWC,
– having regard to the EU Joint Action of 27 February 2006 in respect of the BTWC with the objectives of promoting the universality of the BTWC and supporting its implementation by States Parties in order to ensure that States Parties transpose the international obligations of the BTWC into their national legislation and administrative measures,

– gezien de gezamenlijke actie van de EU van 27 februari 2006 in verband met het BTWC met als doelstelling de bevordering van het universele karakter van het BTWC en de ondersteuning van de uitvoering daarvan door de staten die partij zijn om ervoor te zorgen dat deze bij hun nationale wetgevende en bestuurlijke maatregelen rekening houden met de internationale verplichtingen die voortvloeien uit het BTWC,
– having regard to the EU Joint Action of 27 February 2006 in respect of the BTWC with the objectives of promoting the universality of the BTWC and supporting its implementation by State Parties in order to ensure that State Parties transpose the international obligations of the BTWC into their national legislation and administrative measures,

3. spreekt zijn waardering uit voor het gezamenlijk optreden van de EU dat op 27 februari 2006 is overeengekomen in verband met het BTWC en voor het gemeenschappelijk standpunt dat op 20 maart is aangenomen ter bevordering van de universele aard van het BTWC (o.m. door steun bij de tenuitvoerlegging) en ter bevordering van een pragmatisch vervolg-werkprogramma ter verbetering van tenuitvoerlegging en naleving door overheden en niet-overheidsactoren, dat op tijd voor de zevende toetsingsconferentie in 2011 moet zijn afgerond;
3. Welcomes the EU Joint Action agreed in respect of the BTWC on 27 February 2006 and the Common Position adopted on 20 March 2006 to promote the universality of the BTWC (inter alia by means of implementation assistance) and to promote a pragmatic follow-up programme of work to improve implementation and compliance by its States Parties as well as by non-state actors, to be completed in time for 7th Review Conference in 2011;

De universalisering en daadwerkelijke toepassing van het BTWC is een van de maatregelen van de in december 2003 aangenomen EU-strategie tegen de verspreiding van massavernietigingswapens.
The universalisation and effective implementation of the BTCW is amongst the measures contained in the EU strategy against proliferation of weapons of mass destruction adopted in December 2003.

De Europese Unie dringt er bij alle staten op aan het Verdrag van 1951 en het Protocol van 1967 te bekrachtigen voor zover zij zulks nog niet hebben gedaan, en richt een oproep tot staten die geografische begrenzingen hebben gesteld en andere voorbehouden hebben gemaakt, hierop terug te komen, om voor universele toepassing van die teksten te zorgen.
The European Union calls on all States that have not yet done so to ratify the 1951 Convention and 1967 Protocol, and calls on those States which have made geographical limitations and others reservations to reconsider these, so as to ensure universal application of its provisions.
