De Commissie bepaalt de criteria voor evaluatie onder Artikel 101, lid 3, van het Verdrag betreffende de Werking van de Europese Unie (VWEU) (oud Artikel 81, lid 3, van het Verdrag tot oprichting van de Europese Gemeenschap [VEG]) met het oog op de vrijstelling van overeenkomsten tussen ondernemingen, besluiten van ondernemingsverenigingen en onderling afgestemde feitelijke gedragingen, die verboden zijn onder Artikel 101, lid 1, VWEU (oud Artikel 81, lid 1, VEG).
The Commission sets out the criteria for assessment under Article 101(3) of the Treaty on the Functioning of the European Union (TFEU) (ex-Article 81(3) of the Treaty Establishing the European Community (TEC)) with a view to exempting agreements between undertakings, decisions by associations of undertakings and concerted practices, which are prohibited under Article 101(1) TFEU (ex-Article 81(1) TEC).

Het gaat hierbij om de volgende juridische documenten: beschikkingen op grond van artikel 104, lid 6, van het Verdrag tot oprichting van de Europese Gemeenschap (VEG) betreffende het bestaan van een buitensporig tekort in Italië, Portugal en het Verenigd Koninkrijk, alsmede aanbevelingen op basis van artikel 104, lid 7 VEG over maatregelen voor het ongedaan maken van deze tekorten, een beschikking tot vaststelling krachtens artikel 104, lid 8 VEG dat de maatregelen van Hongarije naar aanleiding van de aanbevelingen van de Raad met betrekking tot het ongedaan maken van zijn buitensporig tekort ontoereikend zijn gebleken, en een beschikking van de Raad waarin Duitsland overeenkomstig artikel 104, lid 9 VEG werd aangemaand maatregelen te treffen die voor het verminderen van het buitensporig tekort noodzakelijk zijn.
The latter comprise the following legal acts: decisions in accordance with Article 104(6) EC on the existence of excessive deficit in Italy, Portugal and the United Kingdom; recommendations on measures to correct these deficits under Article 104(7) EC; a decision establishing, in accordance with Article 104(8) EC, that the action taken by Hungary in response to the Council recommendations regarding the correction of its excessive deficit had proved to be inadequate; and also a Council Decision giving notice to Germany, in accordance with Article 104(9) EC, to take measures for the deficit reduction judged necessary in order to remedy the situation of excessive deficit.

18. meent dat een eerste aanzet tot EU-wetgeving op dit terrein gebaseerd moet zijn op de aan de EU toegewezen bevoegdheden op het terrein van de trans-Europese netwerken (Titel XV VEG) en, voor de aspecten die harmonisatie behoeven, op het terrein van de gemeenschappelijke markt (art. 95 VEG); de oprichting van een taskforce moet worden opgenomen in dezelfde regeling waarin de doelstellingen op Europees niveau worden vastgelegd;
18. Considers that the first legislative action taken by the Union in this area should be based on its competences in relation to trans-European networks (Title XV of the Treaty) and, as regards matters requiring harmonisation, in relation to the internal market (Article 95 of the Treaty); considers furthermore that the act laying down the objectives to be pursued at European level should also provide for the setting up of the task force;

6. verzoekt de Commissie een sociaal actieplan voor te leggen met hierin een concreet plan, met inbegrip van een tijdschema voor de uitvoering van maatregelen voor sociale bescherming op grond van artikel 140 VEG, wetgevingsvoorstellen voor wettelijke minimum sociale-beschermingsnormen, op grond van zowel artikel 42 VEG als artikel 137 VEG, alsook een plan voor initiatieven voor raamovereenkomsten binnen het kader van de sociale dialoog,
6. Calls on the Commission to submit a social action programme which sets out a practical plan, including a timetable for implementation, including measures for social protection on the basis of Article 140 of the TEC as well as legislative proposals for statutory minimum standards of social protection on the basis of both Article 42 and Article 137 of the TEC, and a plan for initiatives for framework agreements in the context of industrial relations;
