Op 28 december 2017 heeft het Comité van de Veiligheidsraad van de Verenigde Naties („VN-Veiligheidsraad”), ingesteld krachtens Resolutie 1718 (2006) van de VN-Veiligheidsraad („VNVR”) vier vaartuigen aangewezen krachtens punt 6 van VNVR 2375 (2017).

Overeenkomstig artikel 33, lid 1, van Besluit (GBVB) 2016/849 wijzigt de Raad bijlage I daarbij op basis van de vaststellingen van de Veiligheidsraad van de Verenigde Naties („VNVR”) of het Sanctiecomité.
In accordance with Article 33(1) of Decision (CFSP) 2016/849, the Council shall implement modifications to Annex I thereto on the basis of the determination made by the United Nations Security Council (‘UNSC’) or by the Sanctions Committee.

VNVR-Resolutie 2231 (2015) van de VNVR bepaalt dat na de door de IAEA geverifieerde uitvoering van de met nucleaire vraagstukken verband houdende toezeggingen van Iran in het JCPOA, de bepalingen van VNVR-Resoluties 1696 (2006), 1737 (2006), 1747 (2007), 1803 (2008), 1835 (2008), 1929 (2010) en 2224 (2015) moeten worden beëindigd.
UNSCR 2231 (2015) provides that, upon IAEA-verified implementation of Iran's nuclear-related commitments as set out in the JCPOA, the provisions of UNSCRs 1696 (2006), 1737 (2006), 1747 (2007), 1803 (2008), 1835 (2008), 1929 (2010) and 2224 (2015) are to be terminated.

In VNVR-resolutie 2231 (2015) is voorts bepaald dat de maatregelen van VNVR-resoluties 1696 (2006), 1737 (2006), 1747 (2007), 1803 (2008), 1835 (2008) en 1929 (2010) niet van toepassing zijn, in de mate die noodzakelijk is, om, onder bepaalde voorwaarden, overdrachten en activiteiten te verrichten die verband houden met het uitvoeren van bepaalde, in het JCPOA nader omschreven, nucleair-gerelateerde toezeggingen, en die nodig zijn ter voorbereiding van de uitvoering van het JCPOA, of die zijn vastgesteld door het uit hoofde van VNVR-resolutie 1737 (2006) ingestelde Comité van de Veiligheidsraad van de VN, ter wille van de samenhang met de doelstellingen van VNVR-resolutie 2231 (2015).
UNSCR 2231 (2015) further provides that the measures imposed in UNSCRs 1696 (2006), 1737 (2006), 1747 (2007), 1803 (2008), 1835 (2008) and 1929 (2010) shall not apply to the extent necessary to carry out, under certain conditions, transfers and activities that are related to implementation of certain nuclear-related commitments specified in the JCPOA, required for preparation for the implementation of the JCPOA, or determined by the UN Security Council Committee established pursuant to UNSCR 1737 (2006) to be consistent with the objectives of UNSCR 2231 (2015).

VNVR-Resolutie 2196 (2015) voorziet in bepaalde wijzigingen in de criteria voor inreisbeperkingen en de bevriezing van tegoeden en economische middelen van personen of entiteiten die worden aangewezen door het Comité dat is opgericht uit hoofde van punt 57 van VNVR-Resolutie 2127 (2013).
UNSCR 2196 (2015) provides for certain amendments to the criteria for restrictions on admission and the freezing of funds and economic resources for persons or entities designated by the Committee established pursuant to paragraph 57 of UNSCR 2127 (2013).

Bovendien heeft de Raad de „Nieuwe actielijnen voor de Europese Unie in de strijd tegen de proliferatie van massavernietigingswapens en de overbrengingsmiddelen daarvoor” bekrachtigd en de EU heeft haar steun uitgesproken voor VNVR-resolutie 1540 (2004), die vervolgens is bevestigd bij VNVR-resolutie 1977 (2010)).
