In 1991 diende Tiercé Ladbroke, Belgische dochteronderneming van het grootste Engelse bookmakersconcern, bij de Commissie klacht in tegen G.I.E Pari Mutuel Urbain (Franse PMU) en de Belgische vzw Pari Mutuel Unifié, alsook tegen de sv Nevenmaatschappij Belgische PMU die door de laatstgenoemde is opgericht om in België weddenschappen volgens het totalisatorsysteem aan te nemen.
In 1991 Tiercé Ladbroke, the Belgian subsidiary of the largest British group of bookmakers, lodged a complaint with the Commission against Pari Mutuel Urbain G.I.E (the French PMU) and Pari Mutuel Unifié Belge asbl, and against the Société coopérative auxiliaire PMU belge, which was set up by the PMU Belge for the taking of totalizator bets in Belgium.

The Commission took the view that no such monopoly existed any longer since the Brussels Court of Appeal (in a judgment delivered on 11 May 1993) recognized the Ostend racecourse's right to entrust the taking of bets on its races to an agent other than the PMU Belge.
