Today's package is neither the first nor the final step in the process of completing Europe's Economic and Monetary Union – one of the top priorities for President Juncker's Commission, as set out in his Political Guidelines, the Five Presidents' Report and the Reflection Papers on Deepening the Economic and Monetary Union and the Future of EU Finances.

With a Roadmap for action and several concrete measures, the European Commission is delivering today on the commitment made by President Jean-Claude Juncker in his 2017 State of the Union address and the Five Presidents' Report of 2015 to deepen Europe's Economic and Monetary Union.

A. overwegende dat in het verslag van de vijf voorzitters over de voltooiing van de economische en monetaire unie voorstellen worden gedaan voor de voltooiing van Europa's economische en monetaire unie;

C. overwegende dat in de hiervoor genoemde conclusies van het voorzitterschap van de Europese Raad van Wenen van 11 en 12 december 1998 onder de titel "Rol van Europa op het wereldtoneel – Spreken met één stem" wordt benadrukt dat het IMF de "hoeksteen van het internationale monetaire en financiële stelsel is" en wordt onderstreept dat "het van wezenlijk belang [is] dat de Gemeenschap haar rol bij de internationale samenwerking op het gebied van het monetair en economisch beleid in gremia als de G7 en het Internationaal Monetair Fonds ten volle vervult" en voorziet dat enerzijds "de ECB [Europese Centrale Bank] als voor het monetair beleid bevoegde communautaire instantie, in het College van bewindvoerders van het IMF een waarnemersstatus [dient] te krijgen" en anderzijds "de opvattingen van de Europese Gemeenschap/ EMU over andere kwesties die voor de EMU van bijzonder belang zijn, in het College van bewindvoerders van het IMF naar voren gebracht [zouden] moeten worden door het lid van het Bureau van de bewindvoerder van de lidstaat die het voorzitterschap van de Euro-11 bekleedt, bijgestaan door een vertegenwoordiger van de Commissie", overwegende dat in artikel 1 van het hierboven genoemde voorstel van de Commissie van 9 november 1998 wordt voorgesteld dat 'in het kader van de Economische en Monetaire Unie de Gemeenschap in internationale fora [zal] worden vertegenwoordigd door de Raad tezamen met de Commissie en door de Europese Centrale Bank',
C. whereas the above-mentioned Presidency conclusions of the Vienna European Council of 11 and 12 December 1998, which reaffirm the IMF’s role as the ‘cornerstone of the international monetary and financial system’, under the heading ‘Europe as a Global Player – Speaking with one Voice’ note that ‘it is imperative that the Community should play its full role in international monetary and economic policy cooperation within fora like the G7 and the International Monetary Fund’ and call firstly for ‘The ECB, as the Community body competent for monetary policy, [to] be granted observer status at the IMF board’ and secondly for ‘The views of the European Community/EMU on other issues of particular relevance to the EMU [to] be presented at the IMF board by the relevant member of the Executive Director’s office of the Member State holding the euro Presidency, assisted by a representative of the Commission’, whereas Article 1 of the abovementioned Commission proposal of 9 November 1998 suggests that ‘in the context of Economic and Monetary Union, the Community shall be represented at international level by the Council with the Commission, and by the European Central Bank’,
