F. overwegende dat het herhaaldelijk heeft verzocht om de vaststelling van een interregionaal en transnationaal samenwerkingsprogramma gewijd aan de complementariteit en economische en sociale integratie, alsmede van doeltreffende maatregelen voor de vermindering/aanpassing van de buitenlandse schuld van de Middellandse-Zeelanden en dat hen een soortgelijke technische bijstand wordt verleend als aan de Midden- en Oost-Europese landen, teneinde tot harmonisatie van de mediterrane wetgevingen inzake investeringen te komen,
F. having regard to its calls for the establishment of a programme for interregional and transnational cooperation which would be devoted to complementarity and socio-economic integration, for the establishment of effective measures for reducing or converting the external debt of the Mediterranean countries, and for the latter to be offered technical assistance based on that offered to the countries of central and eastern Europe with a view to harmonising the investment laws of the Mediterranean countries,

Er zij op gewezen dat uit het kostenmodel is gebleken dat geen enkel onderzocht contract een "economisch verantwoorde" prijs had, met andere woorden dat de prijzen te laag waren om de directe kosten plus een toepasselijk deel van de overheadkosten alsmede een toepasselijke afbetaling van de schuld plus rente te dekken en daarnaast een zekere winst te maken.
It should be noted that in no case has the model concluded that any of the contracts examined has been priced at an economically viable level, that is to say covering direct costs, plus an appropriate contribution to overhead costs, plus an appropriate contribution to debt servicing (i.e. repayment of principal plus interest), plus an element of profit.
