IN-CONTEXT TRANSLATIONS

A. overwegende dat het gemeenschappelijk visumbeleid een noodzakelijk uitvloeisel is van de opheffing van de controles aan de binnengrenzen binnen het Schengengebied;
A. whereas the common visa policy constitutes a necessary corollary to the lifting of internal border controls within the Schengen area;

– gezien de vraag aan de Commissie over de toekomst van het visumbeleid van de EU (O-000028/2014 – B7-0108/2014),
– having regard to the question to the Commission on the future of EU visa policy (O-000028/2014 – B7-0108/2014),

– gezien de mededeling van de Commissie met als titel „Uitvoering en ontwikkeling van het gemeenschappelijk visumbeleid voor snellere groei in de EU” (COM(2012)0649),
– having regard to the Commission communication entitled ‘Implementation and development of the common visa policy to spur growth in the EU’ (COM(2012)0649),

B. overwegende dat de belangrijkste elementen van het gemeenschappelijk visumbeleid de volgende zijn: de gezamenlijke lijsten met landen waarvan de onderdanen aan de visumplicht zijn onderworpen en met landen waarvan de onderdanen van die plicht zijn vrijgesteld, die als bijlage bij Verordening (EG) nr. 539/2001 zijn gevoegd; de in de visumcode opgenomen gemeenschappelijke regels inzake de afgifte van visa; het uniform visummodel; de uitwisseling van informatie via het visuminformatiesysteem; en een reeks internationale overeenkomsten met derde landen betreffende visumvrijstelling en -facilitering;
B. whereas the main elements of the common visa policy are: the common lists of countries whose citizens are subject to the visa requirement and those whose citizens are exempt from it, as annexed to Regulation (EC) No 539/2001, the common rules on the issuing of visas as contained in the Visa Code, the uniform format for visas, the exchange of information through the Visa Information System, and a series of international agreements with third countries on visa exemption and facilitation;

C. overwegende dat, in overeenstemming met het Verdrag van Lissabon, de gewone wetgevingsprocedure van toepassing is op alle aspecten van het gemeenschappelijk visumbeleid en dat instemming van het Parlement vereist is voor alle internationale overeenkomsten ter zake;
C. whereas the Treaty of Lisbon provides for the use of the ordinary legislative procedure for all aspects of the common visa policy, and for Parliament’s consent for all international agreements on the matter;

Met betrekking tot het visumbeleid is de totstandbrenging van een „gemeenschappelijk wetgevingsinstrumentarium”, met name door de consolidering en ontwikkeling van het acquis (de relevante bepalingen van de Overeenkomst ter uitvoering van het te Schengen gesloten akkoord van 14 juni 1985 en de Gemeenschappelijke Visuminstructies één van de wezenlijke onderdelen van een „verdere ontwikkeling van het gemeenschappelijk visumbeleid door verdere harmonisatie van de nationale wetgeving en van de uitvoeringspraktijken van de plaatselijke consulaire vertegenwoordigingen, als onderdeel van een gelaagd systeem dat erop is gericht legaal reizen te bevorderen en illegale immigratie te bestrijden”, als omschreven in het Haags Programma: versterking van vrijheid, veiligheid en recht in de Europese Unie
As regards visa policy, the establishment of a ‘common corpus’ of legislation, particularly via the consolidation and development of the acquis (the relevant provisions of the Convention implementing the Schengen Agreement of 14 June 1985 and the Common Consular Instructions , is one of the fundamental components of ‘further development of the common visa policy as part of a multi-layer system aimed at facilitating legitimate travel and tackling illegal immigration through further harmonisation of national legislation and handling practices at local consular missions’, as defined in the Hague Programme: strengthening freedom, security and justice in the European Union
