The Community contribution to the Kozloduy Programme shall be granted for the purpose of providing financial support for measures connected with the decommissioning of the Kozloduy Nuclear Power Plant, measures for environmental upgrading in line with the acquis and for modernising conventional production capacity to replace the production capacity of the four reactors at the Kozloduy Nuclear Power Plant and other measures which stem from the decision to close and decommission this plant and which contribute to the necessary restructuring, upgrading of the environment and modernisation of the energy production, transmission and distribution sectors in Bulgaria as well as to enhancing security of supply and energy efficiency in Bulgaria.

(7 bis) Uitgaande van de evaluatie ex ante van de Commissie d.d. 27 oktober 2009 1 , is hiervan 180 miljoen EUR bestemd voor ondersteuning van de volgende projecten: (1) projectbeheer en technische bijstand ter ondersteuning van de uitvoering van het ontmantelingsprogramma; (2) de salarissen van de deskundigen (onderhoud, technische ondersteuning, projectbeheer) in de centrale van Kozloduy die werken aan de buitenbedrijfstelling van de reactoren 1 tot en met 4; (3) bijdrage aan de bouw van een nationale faciliteit voor de berging van radioactief afval, die cruciaal is voor de tenuitvoerlegging van het ontmantelingsprogramma, in het bijzonder met het oog op de opslag van laag- en middelactief afval tijdens de eerste 10 jaar van de implementatie; (4) locatie-infrastructuur en behandeling van verwijderde afvalstoffen (inclusief de aanvullende toewijzing van projecten waarvoor reeds een aanbesteding is uitgeschreven).
(7a) In view of the Commission Ex Ante Evaluation of 27 October 2009 1 , EUR 180 million of the funds is intended to assist the following projects: (1) project management, technical assistance for the support of the implementation of the decommissioning programme; (2) the provision of salaries for experts (operation, maintenance, technical support, project management) at the Kozloduy site, working for the decommissioning of Units 1-4; (3) contribution to the construction of the National Radioactive Waste Disposal Facility, crucial for the implementation of the decommissioning programme, in particular for the storage of low and intermediate level waste in the first 10 years of implementation; (4) site infrastructure and treatment of dismantled waste (including additional allocation for projects already in the tendering process).

(33) De gemiddelde verkoopprijs aan de thermische centrales van de 1553015 ton (997923 tse) van de voor de periode van 1 januari tot 23 juli 2002 geraamde productie van de ondernemingen die steun voor buitenbedrijfstelling ontvangen overeenkomstig artikel 4 van Beschikking nr. 3632/93/EGKS, bedraagt 54 EUR/tse.
