10. Wanneer aan de in lid 9, punten a) en b), opgenomen voorwaarden wordt voldaan, mag bij wijze van alternatief of ter aanvulling een bijdrage worden geleverd uit middelen die door middel van in artikel 70 bedoelde vooraf te betalen bijdragen vooraf zijn verkregen en die nog niet zijn aangewend.
