TRADUCTIONS EN CONTEXTE

The Treaties for each of these organisations include a collective self-defence clause (Article V of the Treaty of Brussels establishing the WEU and Article 5 of the North Atlantic Treaty) in accordance with which the signatory countries have an obligation of mutual assistance in the case of aggression, in order to re-establish security.

The idea of a common defence policy for Europe dates back to 1948 with the Treaty of Brussels (signed by the UK, France and the Benelux countries), which had a mutual defence clause that paved the way for the Western European Union (WEU).

The Council agreed in principle on the draft Decision concerning the practical arrangements for the full participation of all EU Member States (i.e. including those which are not full WEU members) in tasks under article 17.2 of the Amsterdam Treaty (humanitarian and rescue tasks, peace-keeping tasks and tasks of combat forces in crisis management, including peace-making) for which the EU avails itself of the WEU.

As for the security and defence aspects, Ministers were invited to address the following seven questions: - the Union's aspirations of a common defence policy and common defence; - definition of the tasks; - location in the Treaty of the reference to the Petersberg tasks; - decision-making rights in regard to Petersberg tasks; - the EU/WEU relationship; - future EU/WEU relations; - a possible guidelines competence of the European Council.
