Aanvankelijk vielen alleen pleziervaartuigen met een minimale romplengte van 2,5 m en een maximale lengte van 24 m onder het toepassingsgebied van Richtlijn 94/25/EG. Bij Richtlijn 2003/44/EG van het Europees Parlement en de Raad van 16 juni 2003 tot wijziging van Richtlijn 94/25/EG (4) is het toepassingsgebied van Richtlijn 94/25/EG uitgebreid tot waterscooters en zijn in de gewijzigde richtlijn milieubeschermingseisen opgenomen door de vaststelling van grenswaarden voor uitlaatemissies (CO, HC, NOx en fijnstof) en het geluid van voortstuwingsmotoren, voor zowel met compressieontsteking als met vonkontsteking.
Originally, Directive 94/25/EC covered only recreational craft of a minimum hull length of 2,5 m and a maximum length of 24 m. Directive 2003/44/EC of the Council and the European Parliament of 16 June 2003 amending Directive 94/25/EC (4) extended the scope of Directive 94/25/EC to include personal watercraft, and integrated environmental protection requirements into the amended Directive by adopting exhaust emission limits (CO, HC, NOx and particulates) and noise limits levels for propulsion engines, for both compression-ignition engines and spark-ignition engines.

Richtlijn 2003/44/EG [32], waarbij de vorige Richtlijn 94/25/EG [33] betreffende pleziervaartuigen is gewijzigd, breidt het toepassingsgebied uit tot waterscooters en vult de ontwerp- en constructievoorschriften aan met milieunormen inzake grenswaarden voor uitlaat gassen en geluidsemissies bij pleziervaartuigen.
Directive 2003/44/EC [32], which amends the previous recreational craft Directive 94/25/EC [33], extends its scope to include personal watercraft and complements its design and construction requirements with environmental standards regarding exhaust and noise emission limit values for recreational craft.
