IN-CONTEXT TRANSLATIONS

1. merkt op dat de mechanismen van de EU voor het bereiken van consensus en onderlinge afstemming van maatregelen haar tot model maken voor een op regels gebaseerde internationale orde en benadrukt dan ook dat de EU moet samenwerken met regionale machten en actief moet deelnemen aan totstandbrenging en verbetering van een internationaal klimaat dat haar in staat stelt haar waarden en belangen te bevorderen, zoals het Verdrag vereist; acht, met name in sectoren waarin de EU over uitsluitende of gedeelde bevoegdheden beschikt, uitbreiding van de interne coördinatie die noodzakelijk is om met één stem te spreken, het vermogen om multilaterale samenwerking tot stand te brengen en een collectieve aanpak van internationale problemen in gang te zetten, met name indien deze voortvloeien uit de verantwoordelijkheid voor de bescherming en de noodzaak de veiligheid van mensen te bevorderen als middel om mondiale veiligheid tot stand te brengen, van vitaal belang, gezien de ambitie van de EU een wereldspeler te zijn en haar positie te beschermen;
1. Notes that the EU's mechanisms for building consensus and taking concerted action make it a model for a rules-based international order and therefore stresses the need for the EU to cooperate with leading regional powers and actively participate in the building and improvement of an international environment that enables the EU to promote, as required by the Treaty, its values and interests; in particular in those fields where it has exclusive or shared competences, considers essential, with regard to the EU's aspiration and need to be an effective global actor and to safeguard its position, a strengthening of the internal coordination necessary to speak with one voice, the ability to shape multilateral cooperation and lead collective action in addressing international challenges, namely those arising from the responsibility to protect, and the need to enhance human security as a means of achieving global security;

D. overwegende dat de EU met het Verdrag van Lissabon, dat de Unie rechtspersoonlijkheid toekent, meer mogelijkheden heeft gekregen deel te nemen aan allerhande internationale organisaties en een grotere verscheidenheid aan bevoegdheden heeft gekregen op het gebied van externe actie, en dat de EU met het Verdrag van Lissabon - met name door instelling van de functie Hoge Vertegenwoordiger van de Unie voor buitenlandse zaken en veiligheidsbeleid en vicevoorzitter van de Commissie (VV/HV) en de oprichting van de Europese dienst voor extern optreden (EDEO) - een duidelijker en luidere stem in de wereld kan laten horen, en dat in dit Verdrag alle soorten van voor beide partijen voordelige samenwerking met bevoegde internationale en regionale organisaties en groepen van staten worden aangemoedigd en dat het Verdrag de Unie in staat stelt zichzelf zodanig te organiseren dat zij een doeltreffende wereldspeler wordt,
D. whereas the Treaty of Lisbon, by introducing the Union's legal personality, enhances the EU's capacity to join various international organisations, entrusts it with a wider range of competences in its external action, provides, notably by the creation of the post of a Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy (VP/HR) and the European External Action Service (EEAS), the Union with an opportunity for a clearer and stronger single voice in the world, as well as encouraging all types of mutually beneficial cooperation with relevant international and regional organisations and groups of states, and whereas it enables the Union to organise itself in such a way as to be able to become an effective global player,

D. whereas the Commission is promoting an integrated strategy to ensure that companies in the EU continue to be competitive within a growing global environment, and whereas that strategy is laid out in its Communication entitled "Global Europe: Competing in the World – A Contribution to the EU's Growth and Jobs Strategy" (COM(2006)0567), in its working document entitled "Global Europe: A stronger Partnership to deliver market access for European Exporters – Impact Assessment" (SEC(2007)0452) and in its Communication entitled "Global Europe: Europe's trade defence instruments in a changing global economy – A Green Paper for public consultation" (COM(2006)0763),
