We shall: · undertake Comprehensive Institution-Building programmes similar to those implemented with the eastern partners · launch a dialogue on migration, mobility and security with Tunisia, Morocco and Egypt (as a first step towards a Mobility Partnership) · strengthen Euro-Mediterranean industrial cooperation · launch pilot programmes to support agricultural and rural development · focus the Union for the Mediterranean on concrete projects with clear benefits to populations of the Mediterranean region · advance sub-regional cooperation · enhance dialogue on employment and social policies

The Commission will promote industrial cooperation at Euro-Mediterranean level by continuing to implement the Euro-Mediterranean Charter for Enterprise, by adapting the Charter to the needs of SMEs in line with the EU’s Small Business Act and by sharing good practices and opening activities and networks in priority sectors (textiles, tourism, raw materials).

The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.

OVERWEGENDE DAT de Euro-mediterrane Overeenkomst waarbij een associatie tot stand wordt gebracht tussen de Europese Gemeenschappen en hun lidstaten, enerzijds, en de Republiek Tunesië, anderzijds, hierna „de Euro-mediterrane overeenkomst” genoemd, op 17 juli 1995 in Brussel is ondertekend en op 1 maart 1998 in werking is getreden; dat deze overeenkomst met name is gewijzigd bij het Protocol bij de Euro-mediterrane overeenkomst waarbij een associatie tot stand wordt gebracht tussen de Europese Gemeenschappen en hun lidstaten, enerzijds, en de Republiek Tunesië, anderzijds, teneinde rekening te houden met de toetreding van de Tsjechische Republiek, de Republiek Estland, de Republiek Cyprus, de Republiek Letland, de Republiek Litouwen, de Republiek Hongarije, de Republiek Malta, de Republiek Polen, de Republiek Slovenië en de Slowaakse Republiek tot de Europese Unie (1) en bij Besluit nr. 1/2006 van de Associatieraad EU-Tunesië van 28 juli 2006 tot wijziging van protocol nr. 4 van de Euro-mediterrane overeenkomst betreffende de definitie van het begrip producten van oorsprong en methoden van administratieve samenwerking (2);
CONSIDERING THAT The Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the Republic of Tunisia, of the other part, hereinafter referred to as ‘the Euro-Mediterranean Agreement’ was signed in Brussels on 17 July 1995, entered into force on 1 March 1998 and was amended notably by the Protocol to the Euro-Mediterranean Agreement establishing an association between the European Community and its Member States, of the one part, and the Republic of Tunisia, of the other part, to take account of the accession of the Czech Republic, the Republic of Estonia, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Republic of Hungary, the Republic of Malta, the Republic of Poland, the Republic of Slovenia and the Slovak Republic to the European Union (1) and by Decision No 1/2006 of the EU-Tunisia Association Council of 28 July 2006 amending Protocol 4 to the Euro-Mediterranean Agreement concerning the definition of the concept of originating products and methods of administrative cooperation (2);

Whereas this Euro-Mediterranean Interim Association Agreement on trade and cooperation between the European Community, of the one part, and the Palestine Liberation Organization (PLO) for the benefit of the Palestinian Authority of the West Bank and the Gaza Strip, of the other part, signed in Brussels on 24 February 1997 will serve to consolidate ties between the Palestinians and the European Union in the framework of the Euro-Mediterranean partnership and pave the way for the commencement of negotiations with a view to concluding a Euro-Mediterranean Association Agreement,
