De Europese Raad van Straatsburg van 8 en 9 december 1989 heeft de Raad verzocht om begin 1990 op voorstel van de Commissie de voor de oprichting van een Europese Stichting voor opleiding voor Midden- en Oost-Europa nodige besluiten te nemen.

(16) Gezien de werkingssfeer van deze verordening, dienen derhalve te worden gewijzigd: Verordening (EEG) nr. 3906/89 van de Raad van 18 december 1989 betreffende economische hulp ten gunste van bepaalde landen in Midden- en Oost-Europa(7), Besluit 97/256/EG van de Raad van 14 april 1997 tot verlening van een garantie van de Gemeenschap voor verliezen van de Europese Investeringsbank op leningen voor projecten buiten de Gemeenschap (landen in Midden- en Oost-Europa, mediterrane landen, landen in Azië en Latijns-Amerika, Zuid-Afrika, de Voormalige Joegoslavische Republiek Macedonië, en Bosnië-Herzegovina)(8), Besluit 1999/311/EG van de Raad van 29 april 1999 tot goedkeuring van de derde fase van het trans-Europees Mobiliteitsprogramma voor hoger onderwijs (Tempus III) (2000-2006)(9), en Verordening (EEG) nr. 1360/90 van de Raad van 7 mei 1990 tot oprichting van een Europese Stichting voor opleiding(10).
(16) In the light of the scope of this Regulation, consequent changes will need to be made to Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE)(7), to Council Decision 97/256/EC of 14 April 1997 granting a Community guarantee to the European Investment Bank against losses under loans for projects outside the Community (Central and Eastern European countries, Mediterranean countries, Latin American and Asian countries, South Africa, the Former Yugoslav Republic of Macedonia and Bosnia and Herzegovina)(8), to Council Decision 1999/311/EC adopting the third phase of the trans-European cooperation scheme for higher education (Tempus III) (2000 to 2006)(9) and to Council Regulation (EEC) No 1360/90 of 7 May 1990 establishing a European Training Foundation(10).

Er wordt een Europese Stichting voor Opleiding opgericht, hierna te noemen »de Stichting", die tot doel heeft bij te dragen tot de ontwikkeling van de beroepsopleidingsstelsels in de landen van Midden- en Oost-Europa die bij Verordening (EEG) nr. 3906/89 of een later besluit ter zake door de Raad worden aangewezen om in aanmerking te komen voor economische hulp, hierna te noemen »de begunstigde landen".
This Regulation hereby establishes the European Training Foundation (hereinafter referred to as the Foundation) whose objective shall be to contribute to the development of the vocational training systems of the countries of Central and Eastern Europe designated as eligible for economic aid by the Council in Regulation (EEC) No 3906/89 or in any subsequent relevant legal act. These countries shall be hereinafter referred to as 'the eligible countries'.

Whereas such a scheme forms a part of, and should be closely coordinated with, the overall programming of priorities and funding for Community aid to the countries of Central and Eastern Europe, including the work of the European Training Foundation;

Overwegende dat de Europese Stichting voor Opleiding een belangrijke bijdrage kan leveren tot de daadwerkelijke verschaffing van ondersteuning bij de opleiding aan de landen van Midden- en Oost-Europa die in aanmerking komen voor economische hulp ter ondersteuning van het hervormingsproces;
Whereas the European Training Foundation could make an important contribution to the effective provision of training assistance to the countries of Central and Eastern Europe eligible for economic aid to support the process of reform;

Professor Ruberti heeft een toespraak gehouden aan het begin van de derde vergadering van de Raad van Bestuur van de Europese Stichting voor Opleiding die vandaag in Turijn heeft plaatgevonden. Hij heeft daarin het belang van het menselijk kapitaal voor de overgang van de landen van Oost-Europa naar de markteconomie en de participatieve democratie benadrukt.
Professor Ruberti addressed the opening of the third meeting of the governing board of the European Training Foundation held today in Turin, stressing the importance of human resources in the transition of the countries of Eastern Europe towards a market economy and participatory democracy.
