Whereas patient safety enjoys a high priority on the political agenda; whereas the Member States established a mechanism for debate related to patient safety issues and other work in this area in 2005; whereas a working group was established, through which the Commission intends to promote the work and activities of the Member States, its active members being the WHO (especially through the World Alliance for Patient Safety), the Council of Europe, the OECD, and European associations of patients, physicians, nurses, pharmacists, dentists and hospitals;

Parliament recommends the establishment of an internal working group, with representatives of the committees concerned, European political parties and the party-political youth organisations, which would present a report to the Bureau within a year on the role of party-political youth organisations and the best way of supporting them now and in the future statute.

Takes the view that bringing the European institutions closer to the citizens is of the utmost importance; recognises that it is increasingly important to ensure active citizenship and civic participation within the demos; considers that adaptable and transferable media tools should be used to create an EU public media space; stresses that it is crucial that the European citizens are better informed about the activities of the European institutions and how European legislation can influence their daily lives; is willing, therefore, to support measures by institutions to increase awareness in the general public; requests the interinstitutional working group to put forward a set of media action proposals by September 2003 for the creation of a public media space in the Community; expects that the Commission does not divert form the decisions taken by Parliament in the area of the information and communication policy as they reflect its political priorities, calls on the interinstitutional working group on information policy (IGI) to further improve the cooperation methods with the competent committees;

De Raad nam tevens nota van een mondeling verslag van de voorzitter van het Economisch en Financieel Comité (EFC) over de besprekingen in dit comité betreffende de opstelling van het door de Europese Raad verlangde verslag over de kwaliteit van de overheidsfinanciën, alsook van een betoog van de voorzitter van het Comité voor Economische Politiek (CEP) die verslag deed van de vorderingen tot nu toe in de werkgroep die is opgericht voor de opstelling van de structurele indicatoren.
The Council also took note of an oral report from the Chairman of the Economic and Financial Committee on the discussions within this Committee concerning the preparation of the report requested by the European Council on the quality of public finances, and of a statement from the Chairman of the Economic Policy Committee (EPC) describing the progress achieved to date within the Working Party set up to promote structural indicators.
