Het eerste interinstitutionele akkoord is in 1988 gesloten om de toepassing van de financiële vooruitzichten 1988-1992 (het pakket Delors I) mogelijk te maken. Hiermee konden de nodige middelen voor de budgettaire uitwerking van de Europese Akte worden vrijgemaakt.
The first Interinstitutional Agreement was concluded in 1988 for the application of the 1988-92 financial perspective (Delors I package), which was intended to provide the resources needed for the budgetary implementation of the Single European Act.

De Europese Commissie heeft in 2002 samen met de automobielindustrie en andere spelers de eSafety Working Group opgezet. Deze uit ongeveer 40 deskundigen bestaande werkgroep kreeg de opdracht een Europese strategie te ontwikkelen om het onderzoek, de ontwikkeling, de introductie en de toepassing van op ADAS (geavanceerde ondersteuningssystemen voor de bestuurder) gebaseerde intelligente veiligheidssystemen in een stroomversnelling te brengen.
In 2001, the European Commission together with the automotive industry and other stakeholders established an eSafety Working Group consisting of some 40 experts, and mandated it to propose a European strategy for accelerating the research and development, deployment and use of Intelligent Vehicle Safety Systems including Advanced Driver Assistance Systems (ADAS).

Equally, to facilitate the application of this Regulation and to allow for the use of modern communication technologies, standard forms should be prescribed for the attestations to be provided in connection with the application for a declaration of enforceability of a decision, authentic instrument or court settlement and for the application for a European Certificate of Succession, as well as for the Certificate itself.

When adopting implementing measures on security of processing, the Commission should consult all relevant European authorities and organisations (the European Network and Information Security Agency (ENISA), the European Data Protection Supervisor and the Working Party on the Protection of Individuals with regard to the Processing of Personal Data established by Article 29 of Directive 95/46/EC), as well as all other relevant stakeholders, particularly in order to be informed of the best available technical and economic means of improving the implementation of Directive 2002/58/EC (Directive on privacy and electronic communications).

Om ervoor te zorgen dat Richtlijn 2006/49/EG overal in de Europese Unie op coherente wijze ten uitvoer wordt gelegd en wordt toegepast, hebben de Commissie en het Comité van Europese bankentoezichthouders in 2006 een werkgroep (Capital Requirements Directive Transposition Group — CRDTG) opgericht, die werd belast met de taak de met de tenuitvoerlegging en toepassing van de richtlijn verband houdende problemen te bespreken en op te lossen.
In order to ensure a coherent implementation and application throughout the EU of Directive 2006/49/EC, the Commission and the Committee of European Banking Supervisors set up a working group (Capital Requirements Directive Transposition Group — CRDTG) in 2006, entrusted with the task of discussing and resolving issues related to implementation and application of the Directive.

Daarnaast wordt in de preambule benadrukt dat de bepalingen van de Akte van toepassing zijn op zowel de samenwerking op het gebied van buitenlands beleid als de Europese Gemeenschappen.
The preamble also establishes the unique character of the act, which brings together the common provisions as regards cooperation in the field of foreign policy and the European Communities.
