1. verwelkomt het voornemen van de Commissie om een tussentijdse evaluatie van het Witboek uit te voeren, waarbij de geboekte vooruitgang beoordeeld wordt en verdere acties worden voorgesteld om de doelstellingen te verwezenlijken; is van mening dat het nog te vroeg is om de effecten te beoordelen van een aantal van de beleidsmaatregelen die getroffen zijn sinds de goedkeuring van het Witboek, maar dat het wel nodig is de tot nu toe bereikte resultaten te inventariseren, om een overzicht te krijgen van de stand van zaken met de tenuitvoerlegging van de 40 initiatieven en 131 actiepunten die in de bijlage bij het Witboek zijn opgenomen;
1. Welcomes the Commission’s intention to carry out a mid-term review of the White Paper, with the aim of assessing the progress achieved and proposing further actions to reach its objectives; considers that, while it is too early to fully assess the impact of a number of policy measures taken since the adoption of the White Paper, a stocktaking exercise is necessary to obtain an overview of the state of play in the implementation of the 40 initiatives and 131 action points listed in its Annex;

69. dringt er bij de Commissie op aan de vooruitgang bij het bereiken van de doelstellingen van het Witboek te volgen en eens in de vijf jaar verslag uit te brengen van de tenuitvoerlegging van het Witboek;
69. Urges the Commission to monitor progress towards reaching the goals of the White Paper, and to report every five years on its implementation;

2. herhaalt zijn steun voor de doelstellingen die in het Witboek worden genoemd, alsmede voor de 10 doelstellingen voor een concurrerend vervoerssystemen met een efficiënt gebruik van hulpbronnen (stappen op weg naar een reductie van de broeikasgasemissies met 60%); benadrukt dat bij de tussentijdse evaluatie ten minste het niveau van de doelstellingen van 2011 aangehouden moet worden en stelt concrete, realistische en empirisch onderbouwde maatregelen en initiatieven voor ter versterking, versnelling en stroomlijning van de inspanningen om die doelstellingen te behalen; verzoekt de Commissie te evalueren in hoeverre de lijst van acties in het Witboek toereikend is om de overkoepelende doelstellingen te bereiken, en bijkomende wetgevende maatregelen voor te stellen;
2. Reiterates its support for the targets set out in the White Paper and the ‘Ten goals for a competitive and resource-efficient transport system: benchmarks for achieving the 60 % GHG emission reduction target’; stresses that the mid-term review should maintain at least the level of ambition of the goals set in 2011 and propose concrete, realistic and evidence-based measures and initiatives to increase, speed up and streamline the efforts to meet them; calls on the Commission to evaluate the extent to which the list of actions set out in the White Paper is sufficient to achieve its overarching goals, and to propose additional legislative measures;

Dat is bijvoorbeeld het geval waar in het witboek het aanvullende karakter van publieke en particuliere actie wordt verdedigd; waar de Commissie zich in het witboek uitspreekt ten gunste van collectieve acties, waarbij de excessen van de Amerikaanse ‘class actions’ moeten worden vermeden, waardoor het eisen van schadevergoeding gemakkelijker wordt; waar in het witboek toegang tot relevante informatie onder gerechtelijk toezicht wordt voorgesteld, zonder dat zogeheten ’fishing expeditions’ worden geautoriseerd; en waar in het witboek de instelling van autonome of vervolgacties en een systeem van vrijwillige compensatie wordt erkend en aanbevolen.
This is the case when, among other aspects, it endorses the complementary nature of public and private legal actions, and positions itself in favour of group actions, although avoiding the excess of US class actions, thus facilitating the claiming of damages; when it proposes access to relevant information under judicial control, although avoiding a fishing expedition, and when it recognises and calls for the bringing of independent actions or follow-up actions and a voluntary compensation system.

N. overwegende dat het de hoogste tijd is voor een uitdunning van het logge apparaat van bijna 700 adviesorganen die de Commissie terzijde staan, maar dat volgens het witboek over de hervorming van de Commissie reeds in juni 2001 de "Lijst van comités en werkgroepen die bij formeel en gestructureerd overleg betrokken zijn” (Actie 5) had moeten worden gepubliceerd; dat anderzijds echter bepaalde in het witboek genoemde projecten, zoals de "on line-raadpleging door middel van het initiatief inzake interactieve beleidsvorming” juist het risico van "overleginflatie” met zich meebrengen en dat een dergelijke ontwikkeling onverenigbaar is met de in het witboek eveneens genoemde doelstelling om "de lange termijnen voor de goedkeuring en tenuitvoerlegging van communautaire regelgeving te verminderen” ,
N. whereas screening of the 'unwieldy system' of almost 700 advisory bodies on which the Commission relies is long overdue but, according to the White Paper on reform of the Commission, a list of the committees and working groups involved in formal or structured consultation procedures (Action 5) was to have been drawn up and published by June 2001, on the other hand a number of proposals mentioned in the White Paper such as 'on-line consultation through the inter-active policy-making initiative' actually give rise to the risk of an escalation in consultation and such a development would be incompatible with the White Paper's other goal of 'reducing the long delays associated with the adoption and implementation of Community rules' ,
