43. onderkent dat de Commissie de impact en de duurzaamheid van pretoetredingsprogramma's beoordeelt via ROM-verslagen (resultaatgericht toezicht), maar betreurt het dat deze verslagen niet openbaar toegankelijk gemaakt worden; is van mening dat er in de voortgangsverslagen van de Commissie moet worden stilgestaan bij de bevindingen van de ROM-verslagen, en de programma's en hun impact moeten worden beoordeeld; dringt er daarom bij de Commissie op aan een hoofdstuk toe te voegen over het opnemen van ROM-conclusies in elk voortgangsverslag;

Notes that the current procedure of the publication and presentation of the Court's special reports, while adding to the Court's identity and visibility, raises some concerns: while the Parliament fully respects the right of the Court to submit the observations in the form of special reports at any time, it considers that the current procedure, which commences with the special report's public presentation and the Court's press conference well in advance of the presentation of the special report to the Committee on Budgetary Control, may not fully reflect the Court's role as a reporting institution assisting the Parliament and Council in exercising their powers of control over the implementation of the budget;

Als ik echter de beide collega’s en de heer Méndez de Vigo zo zie, dan kom ik tot de conclusie dat zij overduidelijk geen eeneiige tweelingen zijn, maar het resultaat is heel goed. 2. Wanneer een fusie via overneming wordt verwezenlijkt door een vennootschap die houdster is van ten minste 90 %, maar niet van alle aandelen en andere effecten waaraan stemrechten in de algemene vergadering van een andere vennootschap verbonden zijn, worden de verslagen van het leidinggevend of het bestuursorgaan, de verslagen van één of meer onafhankelijke deskundigen en de voor het toezicht vereiste bescheiden alleen verlangd voorzover deze verlangd worden bij het nationale recht waaronder de overnemende vennootschap of de overgenomen vennootschap ressorteert.

Where a merger by acquisition is carried out by a company which holds 90 % or more but not all of the shares and other securities conferring the right to vote at general meetings of another company, reports by the management or administrative body, reports by an independent expert or experts and the documents necessary for scrutiny shall be required only to the extent that the national law governing either the acquiring company or the company being acquired so requires.

De Commissie beveelt thans aan om de komende jaren geen afzonderlijke verslagen over de implementatie van de aanbeveling inzake mobiliteit van de lidstaten meer te vragen, maar de lidstaten in plaats daarvan te verzoeken om de kwantitatieve en kwalitatieve vorderingen die op het vlak van mobiliteit zijn geboekt op te nemen in hun integrale verslagen. De Commissie stelt daarvan een analytisch overzicht op dat wordt voorgelegd aan het Europees Parlement, de Raad, het Europees Economisch en Sociaal Comité en het Comité van de Regio's.
The Commission recommends that in future years no separate reports on the implementation of the recommendation on mobility should be requested from Member States; rather, quantitative and qualitative progress made by Member States with respect to mobility should be included in their comprehensive reports, an analytical summary of which will be submitted by the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of Regions.

Whereas notifications and reports concerning the main production capacities already in operation or to be built cannot give a sufficiently full picture of foreseeable developments ; whereas, on the one hand, certain capacities are too small to justify separate notification while their total importance should not be underestimated ; whereas, on the other hand, it is in the common interest to co-ordinate investment on the basis not only of capacities in operation or under construction, but also of those which may be still at the planning stage ; whereas an overall annual survey of investments and of the capacities in operation, under construction or in the planning stage is likely to complement usefully the information obtained by means of notifications and reports;
