(16 bis) De verplichting onder meer voor marktdeelnemers om de officiële autoriteiten in kennis te stellen van het feit dat een partij voedermiddelen of diervoeders een risico vormt voor de gezondheid van mens en/of dier of voor het milieu, moet niet worden beschouwd als een aansporing tot verklikking, maar hoofdzakelijk als een maatregel die de controlediensten in staat stelt het nodige te doen om een partij uit het verkeer te nemen.
(16a) The obligation on persons and operators to inform the competent authorities when a batch of feed materials or feedingstuffs constitutes a risk for animal and/or human health and/or for the environment must be seen not as encouraging denunciation but basically as a means to enable the inspection services to take the necessary measures to withdraw a batch from circulation.
