7. erkent dat het mobiliseren van voldoende fondsen in het kader van een mondiaal klimaatakkoord absoluut van fundamenteel belang is om de wereldwijde ontbossing te halveren en uiteindelijk een halt toe te roepen; steunt in dit verband het voorstel van de Commissie tot invoering van een wereldwijd boskoolstofmechanisme (Global Forest Carbon Mechanism − GFCM) in het kader van het VN-raamverdrag inzake klimaatverandering (UNFCCC), gebaseerd op een stelsel van vaste financiering; verzoekt de lidstaten hun inzet voor stopzetting van de wereldwijde ontbossing en aantasting van bossen te schragen door een substantieel gedeelte van de opbrengsten van de EU-regeling voor de handel van emissierechten (ETS) te bestemmen voor het terugdringen van ontbossing en aantasting van bossen in de ontwikkelingslanden, en door de onderhandelingen te richten op financieringsbronnen zoals omschreven in de mededeling van de Commissie van 28 januari 2009 getiteld "Naar een uitgebreide klimaatveranderingsovereenkomst in Kopenhagen" (COM(2009)0039); verzoekt de lidstaten verder hun steun te geven aan het voorstel van de Commissie om het financieringsvoorstel van Noorwegen te omarmen en toekomstige veilingopbrengsten van de toegewezen hoeveelheden (Assigned Amount Units) voor een deel aan het GFCM toe te wijzen;
7. Recognises that mobilising sufficient funding under a global climate deal will be absolutely crucial for halving and eventually halting global deforestation; supports, in this context, the Commission's proposal to create a Global Forest Carbon Mechanism (GFCM) within the framework of the United Nations Framework Convention on Climate Change, based on a permanent financing scheme; calls on Member States to back up their commitment to halting global deforestation and forest degradation by earmarking a significant part of the auctioning revenues from the EU emissions trading scheme (ETS) for reducing deforestation and forest degradation in developing countries and by focusing the negotiations on funding sources as outlined in the Commission Communication of 28 January 2009 entitled "Towards a comprehensive climate change agreement in Copenhagen" (COM(2009)0039); calls on Member States to support the Commission's proposal to embrace the funding proposal made by Norway and to allocate part of future revenues from auctioning of Assigned Amount Units to the GFCM;
